昆明市运管局教练车辆信息管理系统的分析与设计

【摘要】 近年来,随着人们生活水平的不断提高,驾驶技术培训已成为人们的一项基本技能培训,参加培训的学员人数激剧增加,对教练车辆的需求也迅速剧增,这对我市驾培行业的管理提出了新的更高要求。同时,教练车辆的管理日益成为社会关注的焦点。如何强化对驾驶员培训工作的管理,切实提高驾驶员培训质量,减少“马路杀手”,向社会输送合格学员,已经成为摆在行业主管部门面前的一个重要课题。为了适应当我市驾培行业的发展,昆明市局及各县(区)运管分局教练车辆管理虽然相继实现了计算机管理,但还主要局限在单机操作上,不能很好地为领导的决策提供可靠依据。运用信息技术手段,改革和创新教练车辆管理方式,成为驾培管理工作面临的一项重要任务。本项目以昆明市运管局教练车信息管理系统的开发为背景,以教练车的生命周期为主线,对教练车辆原有管理模式、存在问题、业务审批流程、行业管理创新、教练车辆日常监管等系统的业务流程、功能需求进行了详细分析。设计了一个支持驾校、市局和县(市)区分局多级业务审批管理、教练车辆业务办理、教练车辆日常监管和教练车辆统计与查询的教练车管理系统。系统的功能覆盖了所有的教练车管理业务活动,包括新增、退牌、转籍等,实现了教练车整个生命周期的管理。系统管理的对象包括驾校、教练车辆、车辆规模等,并对属性不同的对象进行分类并增加附加信息管理。各级管理人员按用户权限在单位内部的专网上实施各项管理活动,传递管理信息。系统为昆明市公路运输局提供了一个对教练车全方位追踪和管理的平台,大大缩减了手工模式和计算机单机管理模式所耗费的管理成本,是昆明市教练车管理规范化、高效化的具体举措。该项目的实施,旨在通过技术手段全面提升教练车辆管理的科学化,规范化和信息化水平,规范驾校的市场竞争行为,确保学员能够按照交通部门制定的教学计划和教学大纲规定的学时要求,高质量完成培训。
【Abstract】 In recent years, as people’s living standard rise ceaselessly, driving technology training has become a basic people skills training, the number of students who participate in training increased dramatically, so do as the requirement for coach vehicles. Such phenomenon has made higher and newer demand of the management of driving technology training in our city. At the same times, coach vehicle management has increasingly become the focus of public attention. How to strengthen the management of pilot training work, improve training quality of drivers’, reduce the“Road killer", supply the qualified students for society have been an important issue that the competent industrial department must face.In order to adapt the development of driving technology training industry in our city, the coach vehicle management of transport administration in Kunming and counties (district) have realized the computer management, but still confined mainly single operation, that can’t provide reliable basis for the decision of leadership commendably. Using information technology, reforming and innovating the management mode, have become an important task that coach vehicles driving management must confront.This project takes the development of transport management information system of instructional car in Kunming as background, the lifecycle of instructional car as mainline, analyzed the system of business process, functional requirements in detail. Design an instructional car management system that supports all kinds of city and county (district) for two level agreements. The function of the system covers all the business management activities of instructional car, including the newly added, refund brand, conversion registration etc, to realize the whole lifecycle management of instructional car. Management systems including coach vehicles coaches, vehicles size etc, and classify the objects according to the different properties, add accessional information management. Managers at all levels are on the basis of user permissions to implement management activities in unit interior networks, transfer management information. The system provide a platform for Kunming highway transport to manage and track the instructional car comprehensively, reduce the manage costs that manual mode and computer management mode by single management consumed, will be the specific measures that management standardization and highly efficiency of Kunming instructional car.The aims of implementing this project are to promote the scientific、standardization and informatization level of instructional car management, regulate the driving schools’market competition behavior, ensure that students complete the training high quality, according to the teaching plan of transportation departments and the time request of teaching syllabus.
