智能识别技术在政府应急平台中的应用研究

【摘要】 近年来各类突发事件频繁发生,直接威胁人民群众生命财产安全,并造成了不同程度的经济损失。特别是四川汶川大地震,使我更加感到加强政府应急工作的重要性、紧迫性和必然性。目前,政府应急平台往往局限于信息共享、预案演练等方面;在应急指挥、应急管理方面,还非常欠缺,存在功能缺陷。智能识别技术RFID以其独特的优势受到人们的普遍关注,智能识别技术在政府应急平台中的应用,为政府应急工作打开了一个新的窗口,使政府应急平台向应急管理、调度、追踪、预警等方向延伸,为政府应急平台的智能化建设迈出了新的步伐。本论文以政府公共安全应急平台为背景,以重庆及沙坪坝区某些特定的区域为研究对象,旨在建立基于智能识别技术的政府公共安全应急平台。主要研究内容及成果如下:1、依据公共安全、突发事件对政府应急工作的新要求,分析了政府应急平台建设情况;针对政府应急平台的传统功能缺陷,充分挖掘能识别技术RFID的优势、特点,首次将智能识别技术引入政府应急指挥和应急平台,开拓了政府应急平台建设的新思路;2、提出了“政府智能应急平台”的新概念、新目标。与传统应急平台相比,智能应急平台具有独特的优势和性能;不仅具有传统应急平台的功能,而且在识别、监管、追踪、预警等方面独具特色,发挥重要作用;3、对政府智能应急平台的功能、结构、层次进行了深入研究和详细设计,对政府应急平台与智能识别系统的数据访问进行了数字抽象和中间件设计,对智能识别系统与政府应急平台的技术支撑进行了分析和研究,实现了应急平台的智能化建设。更多还原
