邓子恢的农业生产责任制思想

【摘要】 邓子恢在中国农业合作化时期,把马克思主义基本原理同中国具体实际相结合,创造性地提出了“分工、包工”、“三包一奖”和“四固定”、“四包”、“新三包”、“包产到户”等多种形式的农业生产责任制思想。这一思想的形成过程体现了马克思主义基本原理与中国社会主义建设相结合的过程,邓子恢的农业生产责任制思想是一个马克思主义中国化的产物。邓子恢的农业生产责任制思想立足于维护中国最广大农民的根本利益,以科学发展的精神为指引,具有大无畏的创新精神,是毛泽东思想的重要组成部分。虽然这一思想当时并未能完全突破苏联模式的樊篱,其本身也缺乏一定的理论支撑与提升,但在实践中仍然产生了重大意义。这一思想把“家庭”作为农业生产单位在中国社会主义建设史上具有划时代的意义,极大地调动了农民农业生产的积极性和主动性,使农民增加了收入,并成为“家庭联产承包责任制”的理论先导。邓子恢的农业生产责任制思想对于解决中国目前的“三农”问题,走中国特色农业现代化道路,建设中国特色社会主义具有重大的启发作用。提醒我们在现代化建设的道路上,要把马克思主义基本原理同中国具体实际相结合,时刻保持对“什么是社会主义,怎样建设社会主义”这一重大问题的清醒认识,走群众路线,尊重广大人民群众的首创精神,才能使生产关系始终适应生产力发展的要求。
【Abstract】 In the period of Agricultural Cooperation in China, Deng Zihui combined the basic principles of Marxism with our Chinese concrete practice, creatively put forward the Thoughts on Agricultural Production Responsibility System which included varied categories, namely,“precise division of labor ontracting”,“three Contracts and one Award”,“four Fixings”,“four Contracts”,“New three Contracts”,“fixing of farm output quotas for each household”etc. The thoughts’forming is a process of Marxism Chinalization. Deng Zihui’s Thoughts on Agricultural Production Responsibility System is the result of Marxism Chinalization.Deng Zihui’s thoughts on agricultural production responsibility system are based on the maintenance of the most fundamental interests of broad masses of peasants. Guided by the spirit of scientific development, Deng Zihui’s thoughts on Agricultural Production Responsibility System thus possess a dauntless innovation spirit and is an important part of Maoism. Although the thoughts did not fully break through the barriers of Soviet model, although they lack theoretical support and upgrade to some degree, yet in practice they still have a great significance. His thought of regarding“each household”as the fundamental agricultural production unit greatly contributes to peasants’zeal, motivation and increasing economic income, which definitely exerts epoch-making significance on our Chinese agricultural development history and deserves the leading theory forerunner of Household Contract Responsibility System.Deng Zihui’s thoughts on Agricultural Production Responsibility system have great enlightening significances on our solution to the current thinking of the“Three Rural Issues”, following the path of agricultural modernization with Chinese characteristics, building socialism with Chinese characteristics. On the way forward, we should combine the basic principles of Marxism with the concrete practice in China, always maintain clear understanding towards the major issue of“what is socialism, how to build socialism”, follow the mass line, respect the initiative spirit of the masses, ensure the relations of production adapt to the needs of the development of productive forces.
