【摘要】 道路运输应急管理是突发事件应急处置工作顺利进行的重要保障,是国家安全、社会稳定和人民群众利益的重要保障。本文研究道路运输应急管理系统的构建及其关键技术,完善道路运输应急保障理论体系。本文首先阐述了突发事件与应急管理基础理论,分析了突发事件对道路运输系统的影响及应急运输的概念与特点,尝试性提出道路运输应急管理系统的定义,讨论了我国道路运输应急管理现状与存在的问题。其次,分析了道路运输应急管理系统的目标与功能,构建了道路运输应急管理系统的框架,阐述了监测预警、信息管理、决策执行、效果评价四个子系统及其功能,探讨了道路运输应急管理系统的工作流程。再次,讨论了道路运输应急管理系统运行的若干关键技术：道路运输应急管理组织机构设置、道路运输应急预案管理、应急运输车辆储备与调度、道路运输应急管理系统信息传递。最后,从基础保障与技术支持、管理机构与队伍建设、应急交通管制、通讯与信息保障、补偿机制、宣传培训保障等方面提出了完善我国道路运输应急管理系统的建议。本文的研究将为构建完善的道路运输应急管理系统提供积极借鉴和参考,为突发事件下的道路运输应急保障工作提供理论和技术支持,从而为提高我国道路运输应急管理水平奠定基础。更多还原

【Abstract】 Emergency management of road transport is an important guarantee to incident management. Also it is the important guarantee to maintain the national security, social stability, and benefit of general public. This text studies the structure of the emergency management system of road transport, as well as the key technology, to complete the system theory of emergency management of road transport.First, this text elaborates on the basic theory of incident and emergency management, analyses the effects to road transport system when incident happens, analyses the concept and feature of emergency transport. It proposes the concept of emergency management system in road transport, discusses the status and problems of current emergency management. And then it analyses the target and function of the emergency management system in road transport, builds the frame of the system. It elaborates the four subsystems:monitoring and warning, information management, implementing decision, and evaluating effect. Also it investigates the flow of work. After that, it discusses the key technology of emergency management in road transport, as the organization of the system, formulating and management of program for preventing, store and dispatch of vehicle for emergent transport, and the information transfer of the system. Finally it proposes some suggestion to complete our emergency management system in road transport, such as foundation guarantee and technical support, administrative organization and ranks construction, emergency traffic controlling, communication and information guarantee, compensate mechanism, publicizing and cultivating.This research aims to provide a source of reference for constructing perfect emergency management system of road transport, to provide a theory and technical support for emergency guarantee task of road transport.
