【摘要】 目的：本研究以新疆某三甲医院2001年至2008年构建节约型医院工作实践为研究对象,通过分析具体经济数据,总结该医院在构建节约型医院过程中取得的成绩和存在的问题,并提出解决问题的办法。方法：采用文献分析法对节约型医院的相关理论进行研究,用实证研究法对该医院构建节约型医院过程中的具体经济数据进行整理和分析。结果：1.新疆某三甲医院节约型文化的初步形成。2.该医院制定并实施了招投标管理制度、物资采购制度、财务成本核算制度、人力资源成本控制制度、商品和服务成本控制制度并采取后勤管理社会化。3.该医院经济运营及部分成本节约状况。4.该医院在创建节约型医院的同时创造的社会效益情况。结论：1.总结出构建节约型医院不仅体现了中华民族的传统文化、还是医院实现可持续发展的必要条件、是增加国有资产的有效途径。2.医院节约管理的组织机构有待进一步健全、制度体系尚需完善和部分制度有短期效应的问题。3.提出该医院要建立节约型的医院文化模式,不断完善节约管理的组织机构,建立节约的考核奖惩制度,建立系统的成本控制体系,全方位多角度有效的体现节约。更多还原

【Abstract】 Objective:This paper analyzed some practical issues about the establishment of economized hospital in Xinjiang hospital of a grade 3A during 2001 to 2008. It also draws the conclusion that there were some achievement and defects, and suggested the correct methods to realize sustainable development. Methods:By means of literature review, it analyzed theory. Resorting by the means of quantitative analysis, this paper analyzed the detailed figures of the establishment of economized hospital of a grade 3A hospital.Results:1.The atmosphere of economized culture is tentative formed in the hospital 2.This hospital has formulated a comprehensive system of bidding, purchasing, cost accounting, human resource management, cost control and socialized hospital logistical administration. 3.Sort out the part of the hospital’s detailed figures and cost. 4. Meanwhile, the social profit of this hospital is also obvious. Conclusion:1.The author points out that the establishment of economized hospital reflect the tradition culture of china.And it would improve the development of hospital and national assets.2. But the scientific organizations and systems have not yet built. 3. To nurture the awareness of economy and hospital culture. To maintain the organizational agency and establish the evaluation system. By the establishment of effective cost control system.
