基于生态城市建设的土地利用评价与调控

【摘要】 土地是人类生存和发展的重要资源,也是经济社会发展的重要资产。城市是人类生产生活最重要、最集中的空间场所。生态城市是可持续发展理念在城市建设过程中的具体体现,是人与自然高度和谐的城市发展模式,也是实施可持续发展战略的必然选择。土地作为城市建设的载体,在生态城市建设过程中发挥着基础性、关键性作用。本文首先概述了生态城市的起源、发展、内涵和特征,以及生态城市与传统城市的差异;随后,在分析城市土地利用系统、城市土地利用演化规律的基础上提出生态城市土地利用特征;同时,通过分析城市建设、土地利用和生态环境的相关理论,研究土地利用的评价方法,初步建立了基于生态城市建设的土地利用评价指标体系,并以江苏省扬州市为例进行实证研究,得出了评价结论;进而在此基础上,提出了生态城市建设土地利用与保护调控的主要思路、内容和措施,并对扬州生态城市建设过程中土地利用与保护调控的实践进行分析和总结。本文在建立基于生态城市建设的土地利用综合评价指标体系时,分析了江苏省扬州市的经济、社会发展状况与土地利用现状,从土地可持续利用的基础理论出发,依据综合评价的目标和原则,从土地自然禀赋、土地利用水平、土地保护因素三个方面选取19个指标,建立了扬州市基于生态城市建设的土地利用综合评价指标体系,然后采用层次分析法确定指标权重,应用隶属函数对指标体系中的各项指标进行无量纲化处理,最后采用加权法得出扬州市2000-2008年的土地利用与保护综合水平。研究结果表明:2000年,扬州市土地利用与保护综合评价分值为52.9,处于生态恢复阶段中的治理小于破坏阶段。自2000-2008年扬州市土地利用与保护综合水平随时间呈递增趋势,特别是2004年以来递增速度明显加快,说明扬州在生态城市建设过程中土地利用与保护工作已经取得显著成效。到2008年,扬州市土地利用与保护综合分值为74.7,处于生态恢复阶段的末期,即将跨入生态保育阶段。但也应该认识到,目前扬州市离真正意义上的生态城市土地利用与保护目标还有一定差距。
【Abstract】 Land is the important resources of humanrace development, also is the economical and social development important property.The city is the most important, the most centralized place of human production and livinge. Ecology city is the highly harmonious urban development pattern of human with nature,developed with the sustainable development idea, also is the inevitably choice of sustainable development idea.As the carrier, land is playing foundational, crucial function in the process of ecology urban construction.This article has first outlined the ecology city origin, the development, the connotation and the characteristic, as well as ecology city and traditional city difference; Afterwards, in the analysis land ecosystem, in the city land evolution rule foundation proposed the ecology city land use characteristic, simultaneously, through analyzes the urban construction, the land use and the ecological environment correlation theories, the research land use assessment method, has initially established the ecology urban construction land use appraisal target system; Conducts the real diagnosis research take the Jiangsu Province Yangzhou as the example, has drawn the appraisal conclusion; Then in this foundation, proposed the ecology urban construction land use regulation main mentality, the content and the measure, and have carried on the analysis and the summary to the Yangzhou ecology city construction land use and the protection regulation practice.This article when establishment ecology urban construction land use appraisal target system, has analyzed the Jiangsu Province Yangzhou’s nature, the social economy condition and the land use present situation, embarks from the land sustainable use basic theory, the basis quality synthetic evaluation goal and the principle, from the land naturary talent, the land use level, the soil protection factor three aspects, have established the quality synthetic evaluation target system, used the analytic hierarchy process to determine the target weight, in the application fuzzy mathematics membership function has carried on zero dimension processing to in target system each target, then obtained Yangzhou with the method of weighting from 2000 to 2008 land use and the protection comprehensive level. The study indicats that,in 2000, the land use and protection comprehensive evaluation scores of yangzhou was 52.9, in the ecological restoration stage but the government to be smaller than the destruction.Assumes the increasing tendency from 2000 to 2008, land use and the protection synthesis level of Yangzhou along with the time, since specially 2004 has increased progressively the speed to speed up obviously, showed the land use and the protection work of Yangzhou already obtains the remarkable result in the ecology urban construction process.To 2008, the land use and protection comprehensive evaluation scores is 74.7, is in the last stage of ecological restoration, soon strides in the ecology care stage.But also should realize, also has certain disparity to the land use and protection goal of the true eco-urban.
