【摘要】 山东黄河河务局下属的70多家企业共同组成山东黄河产业集团,由山东黄河经济发展管理局行使集团管理职能。这些企业的前身都有着特殊的历史背景,新中国成立后在国家一穷二白的条件下治理黄河困难重重,为保证业务开展需要许多治河业务单位相继成立,后经体制改革转变为企业,参与市场竞争。根据论文研究的目的与意义,论文首先梳理出研究思路和研究方法,介绍了本课题提出的背景和原因,以及多元化战略理论概念、分类、发展历史及应用情况,分析了山东黄河产业集团所面临的外部环境。在此基础上,根据山东黄河的拥有的优势资源,利用资源基础模型对山东黄河产业进行内部环境分析,寻求山东黄河产业战略重点和理论依据,分析山东黄河产业战略选择的原因及战略方向的选择,提出山东黄河产业战略实施过程中可能遇到的政策风险、市场风险、资金风险和系统风险,并结合山东黄河的核心能力、组织结构、黄河文化、人力资源和品牌效应等方面提出相应的保障措施。本文在对集团的内外环境、资源、业务、核心能力等因素研究分析的基础上,建议采取多元化战略,其创新之处在于：一是针对山东黄河产业集团公司层战略首次提出多元化战略；二是多元化战略的实施可以发挥内部企业间的协同效应；三是加强和延伸了集团的核心竞争能力,降低了发展中的风险,减少威胁,保持企业的长久可持续发展。更多还原

【Abstract】 More than 70 subordinate enterprises make up Shandong Yellow River Industrial Group together, whose management function are officiated by Shandong Yellow River Economic Development Administration Bureau. These entire enterprises predecessor have special historical background. After the establishment of the People’s Republic of China, it was beset with difficulties to administer Yellow River under the condition of the country’s poor and underdeveloped situation. In order to guarantee the business development, a lot of business units were established in succession, and then changed into enterprises through the system reform, participating in the market competition.According to the purpose and significance of this study, the thesis firstly straightens out the ideas and methods that this thesis studies, introduces the background and the selected reason of this subject, meanwhile describes the concept, classification, developing history and its application of the pluralism strategic theory, analyzes the external environment of Shandong Yellow River Industry Group. On that basis, according to the superior resources owned by Shandong Yellow River, utilizes the basic resource model to analyze internal environmental for Shandong Yellow River industry, seeks strategic emphasis and theoretical foundation, analyzes the reason why choose this strategy as well as the strategic direction, proposes policy risk, market risk, fund risk and system risk that may encounter in the course of Shandong Yellow River industry strategy implementation. By combining these aspects such as key ability, institutional framework, the culture of Yellow River, human resources and brand effect of Shandong Yellow River, etc, it puts forward the corresponding guarantee measures.
