盐城市城市经营实证研究

【摘要】 城市是一个地区政治、经济和文化的中心,是区域经济发展的轴心和辐射源,在社会发展中起着主导作用。随着经济全球化和区域经济一体化的到来,城市作为地区经济发展中心,面临着重要的发展机遇。但随着我国社会主义市场经济的建立完善和国内城市经营实践的开展,我国城市之间也存在着激烈的竞争。因此,如何抓住城市发展机遇,提升城市综合竞争力,实现城市可持续发展,这就为城市经营的系统性研究及应用提出了理论与现实的需求。2009年6月,《江苏沿海开发总体规划》经国务院批准,正式将盐城城市定位为江苏沿海中心城市之一,定位为江苏沿海新兴临港工业城市、长江三角洲产业北拓承接基地、西太平洋国际湿地旅游城市。如何抓住盐城这一城市发展的历史性机遇,进一步突出沿海中心城市这一总体定位,并以此来统领空间定位、规模定位和产业定位,推动盐城市区朝着构建沿海组团式中心城市的方向做大做强,尽快把盐城市发展成带动力更强的区域性中心城市,弥补江苏中部沿海的都市圈空白,打造区域经济发展的强大引擎,在经济上确立其无可替代的领导、辐射和服务地位,这对盐城的城市经营水平和政策转化能力提出了严峻的考验。本文描述了城市经营理念产生的背景,对城市经营概念涵义、主体和客体及相关概念进行了辨析,并对我国部分城市的城市经营实践进行了分析和总结。在此基础上重点分析探讨了盐城城市开发模型与策略、城市经营的融资现状以及盐城城市发展对策问题,指出盐城城市经营的误区及国内城市经营实践对盐城城市经营的启示。并基于城市经营系统理论对盐城市的城市经营模式进行了探索性研究,提出了盐城市城市经营发展的总体思路和经营策略,力求寻找一条促进盐城城市健康、可持续发展之路。更多还原

【Abstract】 City is not only a regional political, economic and cultural center but also the axis and radiation resource of regional economic development. Thus, it surely plays a leading role in the social development. With the arrival of economic globalization and regional economic integration, as a regional economic development center, city is now faced with important development opportunities. However, with the establishment and improvement of China’s socialist market economy and the implementation of operation and management practice in domestic cities, there exist severe competitions among the cities of China. Therefore, the questions how to seize the opportunities of city development to enhance the city’s comprehensive competitiveness and to achieve sustainable development have called for the theoretical and practical requirements for the systematic study and application on the operation of the city.In June 2009, "Jiangsu Coastal Developm02ent Master Plan" was approved by the State Council, which formally defined Yancheng city as one of Jiangsu central coastal cities, an emerging industrial city near a harbor, the undertaking base of the North extension of the industries in Yangtze River Delta and an International wetland tourist city to the West of the Pacific Ocean. Therefore, seize the historic opportunity to develop Yancheng City to further highlight the overall position of this central coastal city, which guides the spatial orientation, scale positioning and industry positioning. And then promote Yancheng urban in the direction of building central coast cities in cluster and make it bigger and stronger, developing Yancheng into a regional central city with stronger driving force to make up the metropolitan blank in the costal cities in the middle of Jiangsu Province as soon as possible, creating a powerful engine for regional economic growth and establishing its irreplaceable position of leadership, radiation and service and this has come up with a severe test for Yancheng’s ability to operate the city and to transfer the policy.The paper describes the background of city management philosophy, analyzes the definition of city operation concept and the relative concepts of subject and object, and meanwhile summarizes some cities’operation practice. On such basis, focusing on the analysis of Yancheng city development models and strategies, as well as its present financing situation and countermeasures of Yancheng city development. The paper points out the mistakes in Yancheng city operation and the inspirations drawn from the some other domestic cities’operation practice. Based on the theory of city operation system, the paper made an exploratory research on Yancheng’s City operation mode and proposed the general idea and operation strategy for Yancheng’s City operation and development, striving to find Yancheng a way of healthy and sustainable development.更多还原
