【摘要】 近年来国家大力投资基础设施建设等工程项目,为了使投资更有效,工程建设项目的效率应当得以提高,因此如何进行科学的有效性分析已经成为各施工管理团队密切关注的问题。通过相对有效性分析可以使资源配置得以优化,投资决策科学化,对各工程建设项目乃至整个建设行业和国民经济的发展都有重大意义。本文首先结合DEA的国内外研究情况,以及工程建设项目有效性分析现状,分析建设项目相对有效性的相关理论,重点介绍工程建设项目相对有效性评价指标体系的构建。其次,本文简单介绍目前主要的有效性评价方法：层次分析法、生产函数法、模糊综合评价、主成分分析法,通过对各种评价方法的比较,选用数据包络分析方法对工程建设项目进行有效性分析,通过输入输出指标对同类项目进行横向比较。最后,本文通过搜集资料和数据,选取公路改扩建工程的十个项目作为具体算例,选取DMU,建立工程建设项目相对有效性分析的模型,借助DEAP2.1软件对模型进行计算并得出评价结果。对运算结果进行详细的有效性分析,包括技术有效性和规模有效性、输入冗余和输出亏空等问题,对DEA非有效的项目进行了投影分析,找出了非DEA有效单元无效的原因,提出了优化的调整方向和尺度,为今后同类项目运行和管理的改善提供借鉴。更多还原

【Abstract】 The government invests much in engineering project, especially in infrastructure lately. In order to make the investment more valuable, the efficiency of construction project should be improved, so how to make scientific validity analysis has been the problem which every contractor pays much attention to. Through relative validity analysis, the resource collocation can be optimized and the investment decision can be more scientific, which make much sense to construction project, even to the whole construction industry and the development of country economic.Firstly, combine with the domestic and international research situation of DEA and the situation of engineering construction project validity analysis, this article analyzes the theory of construction project, and emphases on the establishment of construction project relative validity index system. Secondly, this article briefly introduces the main validity estimate method recently:AHP, production function, fuzzy synthesize evaluation, component factor analysis. Through the compare of every estimate method, DEA is elected to make validity analysis of engineering construction project, using input, output index to compare the same kind project. Finally, through collecting information and data, this article chooses twelve rode rebuild projects as concrete example, choosing DMU, and establish the model of engineering construction project relative validity analysis, using DEAP2.1 software to account the model and put out estimate result. This article makes detailed analysis to the result, including problems such as technique validity and scale validity, input redundancy and output red, and it makes projection analysis to DEA ineffective project, finding out the cause of ineffective, and puts forward the adjustment aspect and scale, providing experience to the running and management of the same kind project for the future.更多还原
