【摘要】 公立医院是我国医疗服务的主要提供者,其发展状况直接关系到民众的医疗保障。为解决“看病难、看病贵”问题,2009年正式启动了新一轮医改,根据《中共中央国务院关于深化医药卫生体制改革的意见》(中发(2009)6号),2009—2011年重点抓好五项改革。其中,公立医院试点改革为五项改革之一,而医疗保障制度、基本药物制度的改革,及政策引导下的医疗资源重新配置,使公立医院周围环境发生了巨大的变化。如何在新的政策环境下保持有效的竞争力,这必将成为各个公立医院面临的巨大挑战。本文首先对公立医院内外部环境进行了详细阐述,利用SWOT法,找出公立医院的主要优势、劣势、机遇和威胁进行分析,制定了SO、ST、WO、WTOSW和TSW战略。其次,利用系统动力学的流率基本入树建模分析法对公立医院、患者、医务人员三者之间的相互关系进行系统分析,并利用基模分析法找出其杠杆解。最后,运用DEA方法建立了公立医院基于医疗产品生产层面的,不同评价目的的,资源利用效率评价指标体系。论文收集了江西省不同地区10所中医院的相关数据,利用DEA的C2R、C2GS2模型进行实证分析,求解出各评价单元资源利用效率有效性排序,并对非有效DMU进行投影分析,从而得出相应改进目标值,为非DEA有效决策单元提供改进参考。更多还原

【Abstract】 The public hospital is a main support of medical service, development of which is in direct relationship with civil medical security. In order to solve the problem of going to hospital hard and expensively, the government carried out the new turn reform. According to CPC Central Committee and State Council’s comment on the views of medical and health institutional intensifying reform, (Zhong Fa (2009) 6); During 2009 to 2011 we should put more emphasis on five issues. The public hosipital reform belongs to them. But, reformation of the medical security institution, funamental medecine and medical resource rearragement under policy guide make great vary to enviroment of it; How to keep effective competence turns into great opporunity and challenge under new policy.First of all, the article elaborated the all surrounding, and analyzed the advantages, weakness, opporunity, threats of public hospital with SWOT anlysis method, and formulated SO、ST、WO、WT、OSW and TSW strategies. Secondly, the article put on system analysis between publc hospital, patient, medical using rate variable based in-tree of SD, and found lever utilizing Peter·St. Schicchi Mode Analysis. Thirdly, the article established indicators in view of medical product, differen purpose, resource Efficiency. This text collected data from ten different Chinese Medicine Hospitals in jiangxi province, and conducted empirical analysis exploiting C2R、C2GS models in DEA, fixed sequence in every evaluation units. projection analysis of the non-efficient DMU, and got the target of corresponding improvement.
