【摘要】 食品安全问题越来越引起社会各界和广大消费者的普遍关注。进入新世纪以来,追求营养、安全、健康的食品已成为当今社会的潮流,发展绿色食品生产正是顺应了人们的消费方向和追求理念。入世后,要打破贸易壁垒给我国农业带来的障碍,所生产的农产品质量就必须尽快与国际标准对接,只有发展绿色食品、探索有机食品生产,才能符合WTO制定的《技术性贸易壁垒协议》所规定的标准。遵循国家提倡建设现代农业,努力提高农业可持续发展能力和产出效益的思路,发展绿色食品更具有必要性和前瞻性。尤其是在当前国家提出的节能减排工程、低碳经济和环保型社会建设的背景下,发展绿色食品生产非常有利于保护生态环境,节约生产资源,符合科学发展观要求。并且中央连续几年出台一号文件,不断加大对“三农”的扶持力度,这对于发展绿色食品产业提供了最佳机遇。论文研究目的：通过本课题研究,分析庆安县绿色食品产业发展现状、存在的主要问题以及广阔的发展前景,提出进一步做大做强绿色食品经济的长远对策,从而为县委、县政府科学决策提供有价值的参考和借鉴。同时,着眼于贯彻落实科学发展观,让地方政府和部门在打造绿色食品强县的过程中贯穿资源保护和科学利用相结合这条主线,唤起全社会共同保护黑土资源和生态环境的积极性和主动性,切实使庆安县的绿色食品经济步入环保型、生态型、资源永续利用型的可持续发展轨道。论文研究内容：以庆安县为研究对象,分析绿色食品产业发展现状以及对县域经济发展的影响；论述绿色食品产业发展优势条件和制约因素,有针对性地提出绿色食品经济发展方向和有效对策。论文研究方法：在定性分析方面,运用土壤学中的合理施肥养分归还学说、循环经济、市场营销和产业化等理论,对黑土资源保护、农业可持续发展与绿色食品产业等关系进行研究。在定量分析方面,运用试验数据对比分析、实施措施指标评价、实地调查数据因果分析和产业链各环节关联度分析及效益对比分析,对绿色食品产业、龙头企业发展、订单生产、农民收入等内容进行研究,从而分析出绿色食品经济在助农增收和富县强企中的地位和作用。论文研究结论：通过分析和总结可以得出,庆安县要把发展绿色食品产业作为强县富民的经济主体；绿色食品产业的持续快速发展要做到黑土资源利用与保护相协调；要形成全社会共同关心、支持和推动绿色食品经济发展的工作机制。更多还原

【Abstract】 The community and the general consumers have already paid more and more attention to the food security problem. Since entering the new century, the nutrition, security and health food has become society’s tidal current, the development of green foods production is precisely complied with people’s expense direction and the idea. After entering WTO, we must break the trade protectionism the barrier which the agriculture brings for our country, producing the agricultural product quality with international standard docking as soon as possible, only the development of the green foods, the exploration green food production, we can conform to the standard which the WTO formulation "Technical Trade protectionism Agreement" stipulated. Following the national advocate construction modern agriculture, sharpening the agricultural sustainable development ability diligently and delivers the benefit the mentality, the development of green foods has the necessity and foresightedness. Especially in the current country proposed the energy conservation reduces under the background which a row of project, the low-carbon economy and the environmental protection society construct, the development green foods production is in advantage to the protection ecological environment, saving the production resource, meeting the scientific development concept requirement. And central committee release the first document continuously in the recent years, enlarging "three agriculture" rightly unceasingly support dynamics, this has provided the best opportunity for the development of green organic foods industry.Paper research goal:Through this topic research, analyzing the present situation, the existence subject matter and the broad prospects for development of the Qing’an County green foods industry. Proposing the further and the long-term countermeasure which greatly makes the strong green foods economy, thus refers valuably and uses for reference for the county party committee and the County government macro-scientific policy-making provision. At the same time, focusing on implements and realizes the scientific development concept, letting the Local authority and the department which pass through the resources conservation and the science use in the making green foods strong county process unifies this main line, arousing the entire society to protect the black earth resources and the ecological environment enthusiasm and the initiative together, this can cause Qing’an County’s green foods economy to march into the environmental protection earnestly, the ecotype, the resources to continue the uses for the sustainable development track forever.Paper research content:Take Qing’an County as the object of study, analyzing the development influence of the green foods industrial developing present situation to the county territory economic; elaborating the restriction factor of the organic foods industrial development superiority condition, proposing the green foods economic development direction and the effective remedy target..Paper research technique:In the qualitative analysis aspect, utilizing in the soil science to apply fertilizer rationally nutrient theories and so on restore theory, circulation economy, market marketing and industrial production, to study the relationship of the black earth, the resources conservation, agricultural sustainable development and the green foods industry.
