【摘要】 主体功能区是国家“十一五”规划中提出的一个新概念。这是落实科学发展观的一项重要举措,是我国经济和社会发展的一个重大战略调整和转变。推进形成主体功能区是当前和今后一段时期一项重要而又紧迫的任务,主体功能区划是集区划、规划、政策和考核于一体的一项复杂的系统工程,具有很强的探索性和创新性。本文按照国家主体功能区划总体思路,基于衡阳市的发展定位及现实情况,借鉴国内外较为成熟的经验和理论,尝试对中部欠发达地区在主体功能区划分理论和方法等方面做初步研究。本文共有五个部分:第一章主要对主体功能区划的研究背景、意义、进展、对象和方法等进行简要阐述。第二章主要阐述主体功能区划的理论基础和方法体系。简述了主体功能区的相关概念、内涵、特征及规划重点,探讨了其理论基础、划分原则和主导因素。第三章是对衡阳市主体功能区划分的实证研究。在分析衡阳市发展现状的基础上,对生产力布局和功能分区等进行了探究。第四章是提出了衡阳市主体功能区的发展规划。主要提出了主体功能区发展目标、建设重点,并对分类管理政策进行设计。最后,主要是对论文主要工作进行了总结。归纳了论文得出的一些基本结论,讨论了论文存在的不足和今后要努力的方向。更多还原

【Abstract】 Major function districts is a new concept by government in the 11th "Five-Year Plan", is an important premise to carry out scientific development view, and is a great strategical adjustment and transformation of our economic and social development. Promote the formation of the main functional areas is an important and urgent task in the 11th "Five-Year Plan" period and for a period of time. Major function districts is a complicated system project set regionalization, policy and the integrated assessment and with a very strong sense of exploration and innovation.This subject function districts according to the country, the overall development of Hengyang city based on the location and the reality, referring to the mature experience and theory, attempts to underdeveloped regions in dividing main-functional zones in the aspects of theory and method of doing a preliminary study. In this paper, a total of four parts:Part1 major make a brief summary to background of the main function zoning, research progress and research significance.Part2 major make a brief summary to the theoretical basis and methods of system of the main function zoning and outlined the main function zoning of the related concepts, content, features, as well as the distinction between related divisions. Discussion on the main function areas of the theoretical basis and methods.Part3 is dividing main-functional zones in Hengyang of empirical research. On the analysis of the current development of Hengyang city, on the basis of the principle of dividing main-functional zones, type, etc.Parts4 is put forward the development planning of Hengyang main-functional zones. Main strategy of main-functional zones development, development target, and the main function layout, function orientation, emphasis on the design.The last part is mainly to the thesis mainly summarized the work.
