【摘要】 近年来,我国农村经济得到了较快发展,随着农民生活水平的提高,农村住宅质量差,安全技术不达标,住宅建设效率低,资源消耗数量大等问题日益显现,要解决以上农村住宅问题,走农村住宅产业化发展道路是其根本出路。农村住宅产业化发展的前提是要有系统、完善的政策体系做保障,但在研究分析当前农村住宅产业及其政策现状后,作者发现,目前农村住宅产业方面的政策相对较少,还未形成系统、全面的政策体系,现行的个别政策很难从现实中促进农村住宅产业的发展,在这样的背景下,本文以农村住宅产业化政策为研究对象,试图构建一套农村住宅产业化政策体系,旨在为我国农村住宅产业政策制定提供参考。本文在研究住宅产业化概念、形成、特点及产业化政策制定的理论依据的基础上,分析了我国农村住宅、住宅产业及住宅产业化政策的现状和存在问题,并结合日本住宅产业化政策体系的经验,从住宅产业化经济政策、技术政策、组织政策、结构政策、规划布局政策等五方面构建了农村住宅产业化的政策框架并给出了政策的具体内容,最后根据农村住宅产业现状及日本经验提出了相应的实施保障措施。论文的主要研究成果:(1)通过科学方法搭建了农村住宅产业化的政策框架。文章运用理论分析、频度分析、专家咨询等方法筛选出农村住宅产业化的五项政策指标,构建了农村住宅产业化的政策体系,体系具体由农村住宅产业化经济政策、技术政策、组织政策、结构政策和规划布局政策组成。(2)在政策体系框架的基础上给出了农村住宅产业化政策的具体内容。文章从财政、税收、金融三方面给出了经济政策的具体内容,指出,要加大农村住宅建设的财政投入力度,按照一定的比例对农村住宅的各项建设提供资助;要通过减免企业营业税、调整消费税、完善企业所得说、增强资源税引导农村住宅产业的发展;要通过拓宽融资渠道、贷款放量、优惠贷款利率、建立产业化发展基金促进农村住宅产业的发展;从住宅部品、建筑结构体系、施工、管理等方面给出了技术政策的具体内容;从培育和发展农村住宅企业、制定市场进入与退出壁垒、限制垄断等方面给出了组织政策的具体内容;从保障住宅产业优先发展地位、确定住宅产业内各企业的发展次序、促进产业主体专业化发展等方面给出了结构政策的具体内容;从做好村庄整体规划、破处地方保护主义、限制低水平建设等方面给出了规划布局政策的具体内容。(3)提出了组建农村住宅产业化办公室、建立地方标准化体系、组织农村住宅产业化试点、健全农村住宅产业化法律法规等实施保障措施。更多还原

【Abstract】 In recent years,China’s rural economy developing rapidly, With the improvement of farmers’living standards, the problems of rural house industry such as poor quality, technology and safety can not touch the national standards, inefficient construction, resources consumed in large quantities and so on beginning to show. In order to speed up the pace of development of rural housing industry, and to improve the housing construction’s quality and efficiency, this paper researched the policy system of rural housing industrialization by the method of combining theory and practice, try to set up a new housing industrialized policy system for rural areas, hope to improve farmers’living standards and housing construction efficiency.Paper studied the concept of housing industry, formation of housing industry, and housing industry’s characteristics basis for the theoretical foundation of housing industry, learned some experiences of policy systems from Japanese housing industry, combined with China’s rural housing industry and housing industry policy problems, constructed a policy system of rural housing industry by framework and specific details, and give out corresponding implementations.The main research productions of this paper are:(1) Structured the rural housing industry policy framework by the method of scientific.Articles selected five indicators of rural housing policy of the industrialization by the method of theoretical analysis, frequency analysis and expert advice, etc. Constructed the rural housing industry policy system, the system by the composition of economic policy, technology policy, organizational policy, structure policies and planning policies.(2) Rural housing industry is given specific details by the basis of policy framework.In this paper, the specific contents of economic policy are got form financial, taxation, financial three respect. Pointed out that, housing construction in rural areas should to increase the financial input, should give financial support; should to guide the development of the rural housing industry by relief business tax, adjusting consumption tax, improving business income, enhancing resource tax; should to guide the development of the rural housing industry by broaden the financing channels, loan volume, lending rate, establishing industrial development fund; Given the specific contents of technology policy form residential, building structure, construction, management, etc; Given the specific contents of organizational policy form foster and residential development of rural enterprises, the development of market entry and exit barriers, limitation of monopolistic; Given the specific contents of structural policies form priority development of domestic industry protection status, domestic industry to determine the sequence of development of enterprises, to promote professional development of the main industries; Given the specific contents of planning policy form do a good job in overall planning of the village, office break local protectionism, restrictions on low-level building.(3) The implementation of security measures put forward, article suggested that to format of the office of the rural housing industry, to establish local standardization system, to organize rural housing industry pilot, to consummate rural housing industry laws and regulations.更多还原
