河南省县级信访工作研究

【摘要】 信访工作历来是我们党和政府的一项重要工作。长期以来,信访工作在化解社会矛盾、维护社会稳定、实施群众监督、了解社情民意、促进科学决策、提高领导水平、巩固我们党的执政地位等方面发挥了十分重要的作用。随着形势的发展,信访工作的地位和作用更加重要。但是,信访工作中存在的困难和问题也比较突出。随着社会的转型和利益格局的调整,信访工作中出现了许多新情况、新问题、新矛盾,比如信访量大幅度上升,信访主体多元化,信访问题复杂化,集体上访,越级上访现象经常发生等。同时,信访工作手段单一,信访部门控制和化解信访矛盾的能力较弱,信访案件交办难、协调难,以及信访问题处理过程中追究责任难的问题一直没有得到彻底解决,从而影响了信访工作作用的充分发挥。面对这种局面,如何改革和创新信访工作,使信访工作不断适应形势的变化和任务的需要,是各级各部门尤其是信访工作部门面临的一个重大而紧迫的课题。县一级政权组织位于我国政权组织机构的基层,也是各种矛盾的聚集地。根据信访的排查调处机制,要求尽量将问题解决在基层,因此,基层信访工作至关重要。但是,在基层信访工作的研究上,实践部门的工作经验多,真正有深度的学术论文少,这说明基层信访的研究仍然较为薄弱。笔者长期在基层工作,从事信访接待工作,对基层信访工作的困难、弊端较为了解,就读公共事业管理研究生期间,对信访工作进行了认真思考和研究。本文结合河南省近年来县级信访工作实际情况,运用文献资料法、调查研究法、制度研究法等方法对基层信访存在的问题进行分析,研究当前河南省县级信访工作面临的形势、存在的问题以及新形势下河南省县级信访工作的主要任务,明确提出应从转变职能、拓宽原则、整合力量、强化机制、创新方法和完善法规等方面着手做好信访工作。文章分为三个部分,第一部分是对县级信访工作现状进行描述,从管理者的角度阐述河南省县级信访工作的重要性及面临的难点、热点问题;第二部分结合调研对县级信访工作面临的问题进行详细阐述,对产生问题的原因进行深入剖析;第三部分从畅通渠道、源头控制、规范主体、健全机制等方面对所面临的信访问题提出解决的对策。更多还原

【Abstract】 The CPC and our government always attach great importance to petition work. For a long time, it has functioned effectively in various aspects such as dispel social conflict, maintain social stability, appease public complains, implement public supervision, communicate public opinion, advance leadership and consolidate the CPC reign status. However, with the social change and interest redistribution a number of new problems emerge, for instance: the proliferation and complication of petition cases、the pluralism of petition party as well as the prevention of petition advancement. Meanwhile, the function of the petition work has been undermined by the inability of associated department to control and solve those conflicts. In this case, it is urgent for each dimension of governments to reform and innovate the advancement of petition work so as to meet the needs of new situation.Prefectural government lie in the bottom of our regime structure and mass up all sorts of problems. According to the mechanism of petition management, it is critical to deal with these problems in primary. In fact, we have ignored the research on this question for a long time. when I worked as reception at petition office in primary, I learned its knottiness and malpractice ,then during my postgraduate study majored in public affair management, I investigated these problems thoroughly.This paper combine the current practice of petition work in Henan province and use the methods of literature information, inquisition, policy research, theoretical to analyse the current problems in petition work. Research the recent situation of petition work in Henan province, the critical questions existed in recent practice of petition work, as well as the main tasks under the new situation, and as a result, the reform of petition work should carry out in aspects of changing government function, readjusting social power, enhancing supervition mechanism, innovating working method and perfecting laws. This paper is divided into three parts. Firstly, it emphasizes the analysis of current status of petition work in prefectural government and expatiate its difficulty from the view of managers. Secondly, it further analyses the current problems in petition work form social macro-environment and micro-environment. Thirdly, it provides the countermeasures to solve these mentioned problems through law enhancement、petition party management and mechanism adjustment.更多还原
