【摘要】 长期的高强度捕捞、不科学的捕捞方式、海洋环境污染等问题导致我国海洋渔业资源的再生能力受到严重破坏,海洋渔业资源陷入了日益枯竭的境地。本文通过分析现阶段我国海洋渔业资源管理存在的缺陷,对海洋渔业资源的有效管理以及海洋渔业资源达到可持续发展的管理目标进行了探究。本文通过借鉴前人的理论方法和研究成果,了解当前的管理模式与方式,认真分析我国海洋渔业资源管理现状及相关管理措施和制度,提出了我国海洋渔业资源管理现阶段所存在的误区与主要问题,并根据当前我国海洋渔业资源管理的模式、手段对渔业资源的衰退现象还不能实现有效管理、达不到可持续发展的管理目标等现象,提出实现我国海洋渔业资源可持续发展的近期对策建议和远期对策思路。文中对如何调整我国的海洋渔业资源管理模式以顺应国际海洋渔业资源管理的发展趋势,提出了相关的有效管理的模式,希望通过有效的海洋渔业资源管理使海洋渔业资源实现可持续发展,这对加强海洋渔业资源综合管理,实现海洋渔业可持续发展,具有一定的的理论和现实意义。更多还原

【Abstract】 Our country is a power nation in marine fishery,the fisheries production have maintained the world’s first for many years. Our marine resources are getting in the trouble of increasingly exhausted. As the marine fishery resources regeneration capacity suffers severe damage by great fishing intensity and unscientific fishing way, marine environmental deteriorates, and marine ecosystem is destroyed. The national marine fishery department has make unremitting efforts and explorations to prevent the resources decline, to restore and protect the marine resources, while it still lack of effective management mechanism. Marine management does not meet the requirement of current situation. Fishery resources are the foundation of fishery economy, only the marine fishery resources are in a sustaining utilizable status. Can guarantee the sustainable development of fishery economy. Therefore, how to effectively contain the decline of fishery resources in current situation, how to make China’s marine fishery resources management comply with the international development trends, and How to carry out the marine fishery resources management in order to achieve the resources’sustainable development. These questions’explanation will be advantageous in exploring practical ways to prevent the decline of our marine resources. It will be of important theoretical and practical significance to strengthen the integrated management and achieving sustainable development of marine fishery resources.The topic of this paper,“Effective Management Researches of Our Marine Fishery Resources Based on Sustainable Development”, is selected precisely according to the current situation.With literature methods, refer to predecessors’theoretical approaches and researches, and base on systematically analysis of related marine resources management theories, this paper study the current status and related policies of our marine fishery resources management, discuss the existing mistakes and problems in our marine fishery management, and then propose effective management measures and specific ways to ensure our marine fishery resources’sustainable development.In the introduction, this paper firstly illustrate the presentation of the question, the research targets, research contents, research methods as well as the paper structure, describe the current status of our country’s marine fishery resources, and clarify the meaning and significance of the research. In the second part, the paper adjusts the relationships between marine resources sustainable development and effective management, according to studies of correlation theories. The third part is a detail analysis to the management of marine fisheries resources in China through the effective management of the elements and principles to find out the main problems, identify its limitation and strengthen its management. The fourth part carries out analytical studies on foreign countries’marine fishery resource management, experiences and takes the advantages of their patterns. The fifth part present a comprehensive analysis on the above research result, and come to the realization of marine resource management sustainable development.更多还原
