诸城市交警信息系统的设计与实现

【摘要】 随着城市化发展的加快和汽车普及率的急速提高,城市交通不断恶化,城市运营成本不断增加。众所周知,解决道路交通最便捷的办法就是提交道路的运载能力,但是在寸土寸金的城市里,可供修建道路的空间有限,建设资金筹措困难。所以单独从解决道路的通行能力方面考虑,已经很难从根本上解决问题。在这种背景下,智能交通的概念就应运而生了,智能交通就是从系统观念出发,运用多种控制系统,为交通管理部门和人员及时、准确地提供交通信息,从而使交通管理控制系统更合理疏导或调配运力,提高了网路的通行能力,改善了交通环境。城市道路交通管理系统的科技水平得到了迅速的提高,各地陆续开发了应用于不同业务的信息系统,大大提高了办公效率,有效地促进了公安交通管理工作的正规化、科学化建设,但是,在发展的同时,也存在一些问题和不足,由于不同子系统是由不同厂家在不同时期基于不同的技术路线开发而成的,相互之间比较独立,没有统一的数据交换标准,各专用系统之间的信息不能互联互通,信息无法共享或及时共享,缺乏应用的智能联动机制,导致了“信息孤岛”现象的出现。为解决存在的问题,实现信息共享和各子系统之间必要的智能联动,满足现实业务需求和智能化交通管理发展的需要,城市公安交通管理系统的建设显得非常重要。本文分析了诸城市交警信息系统的需求和给出了系统的体系结构和功能模块。以公安通信平台和功能平台为依托,增强指挥中心对控制区域内交通流的监视、检测、控制、协调、调度、疏导诱导功能,加强综合信息的汇集、分析、共享和应用,建立先进、实用、可靠、快速的交通管理指挥体系。本文着重研究了和协助实现了诸城市交警信息系统的规划设计,提出并逐步完善技术规范,建立起以GIS为基础的交警信息管理通用基础平台,为其他子系统的接入及扩展提供统一的接口及平台。在诸城市交警信息系统上设计和实现GIS、电视监控、电子警察、交通卡口、交通违章处理、事故处理、车辆和驾驶员管理、通讯等系统的集成。最后对系统进行了功能测试,测试结果表明该信息系统设计合理、各功能模块全部实现、运行正常。

【Abstract】 As cities develop more rapidly than ever and cars increases fast, the condition of traffic is worsening and the cost of city running is increasing. It is well known the direct way to solve the traffic problem is enhancing the carry capability of roads. Space for building road is limited and funds are difficult to collect because land cost is too high in cities now. The problem is difficult to solve completely only by paying more attention to the pass capability of roads. Intelligentized traffic comes into being. Intelligentized traffic provides exact traffic information for the manage department of traffic by using kinds of control system. It improves traffic environment and the pass capability of roads. On this base the control system of traffic management will adjust and configure the carry capability of roads more reasonable.City traffic control system science and technology level has got prompt rise, A few cities have developed different information system, It has been improved greatly handling official efficiency, It has boosted public security traffic control working effectively regularization , scientize construction, While but, developing, also have a few problem and insufficient, Since being unlike system is a period by different manufacturer in diversity develop, They are mutual between comparatively independent, They are not unified data exchange standard, The information between every special use system can not enjoy, They are short of applicative intelligence gear mechanism, Have led to "information isolated island " phenomenon turn up, Be to resolve have problem, between realizing information share and every subsystem necessary couplet, Satisfy the need that business need and traffic control develop, City public security traffic control system construction appears very important.This article analyzes the demand of the Traffic Police Information System in Zhucheng and figures out system framework and function modules. have strengthened surveillance , detecting , the function controlling , harmonizing , managing , dredging guidance that the conductor centre stream to control area inner traffic , have reinforced synthetical information Binding , analysis , share and application , have built advanced , pragmatic , reliable , speedy traffic control commanding system with the support of public security communication platform and function platform. The main body of a book have analysed the Zhucheng delivering police information system need , have strengthened surveillance , detecting , the function controlling , harmonizing , managing , dredging guidance that the conductor centre stream to control area inner traffic , have reinforced synthetical information Binding , analysis , share and application , have built advanced , pragmatic , reliable , speedy traffic control commanding system with the support of public security communication platform and function platform. Testing result is indicated being information system’s turn to design that working rationally, Every all function module realization, is regular.
