湖南省非营利组织社会资本提升研究

【摘要】 随着我国社会结构的变革和市场经济的发展,非营利组织应运而生并得到迅猛发展,在公共事务管理中发挥了越来越重要的作用。理论研究和实践表明,非营利组织的发展深受社会资本影响,社会资本是非营利组织产生发展的前提,非营利组织活动促进了社会资本的增加和提升。本文从社会资本这个全新的视角来研究非营利组织,从个案组织社会资本现状考察社会资本如何影响湖南省非营利组织的生存与发展,从而回答湖南省非营利组织社会资本存量如何、影响湖南省非营利组织社会资本占有状况的因素是什么、如何提升湖南省非营利组织的社会资本,增加湖南省非营利组织的社会资本存量等问题。本文通过实证分析,即对个案组织——湖南省青少年发展基金会的深入探讨,力求客观地描述该个案所凝聚的社会资本和目前湖南省非营利组织的社会资本状况,分析出湖南省非营利组织社会资本匮乏既有非营利组织本身能力的原因,也有法律政策方面的原因;既有社会公共意识淡薄的因素,也有非营利组织结构失衡的因素。就如何提升湖南省非营利组织社会资本提出对策性建议:影响政府制订支持政策,培育非营利组织发展;完善法律制度环境,规范社会资本;完善社会结构,培育非营利组织的独立个性;增加社会沟通机会,创造双赢;完善组织内部规章制度,满足公民公益价值的实现。更多还原

【Abstract】 With the deepening of China’s reform and opening-up and the prosperous development of marketing economy, sustainable development has been achieved by the NPOs (Non-Profitable Organizations), which are playing vitally important roles in society, particularly to the fields that cannot be reached by the governments and markets. Theory and practice research shows that the development of NPOs has something to do with social capital: the social capital decisive to the existence and development of NPOs, the development of NPO will increase the amount of social capital. By means of analyses and site investigation on the Youth Development Foundation of Hunan Province, the author discovers the social capital decisive to the existence and development of the Youth Development Foundation is the internal volunteer resource and the social status of the organizations themselves, and the external relationship network with the government, enterprise, citizen and media. At last the author proposed some suggestions to support and promote the development of non-profit organizations: such as improving the law environment; improving the social structure of the non-profit organizations to cultivate independent; and increasing opportunities for social communication to create a win-win situation; improving rules and regulations within the organization and realizing the value of public service.更多还原
