北运河旅游资源开发路径研究

【摘要】 北运河是京杭大运河的重要区段,其沿岸连接着北方三省市。两主要城市以及下属县市的北运河旅游资源开发皆处于滞后状况。在运河申遗逐渐成熟、京津冀区域旅游一体化提上日程、南水北调工程有望解决北运河干涸状态的情况下,如何合理开发北运河成为其沿线城市面临的重要课题。北运河沿线除拥有京、津两重要节点外,河北廊坊也占有一定地位,其优越的地理位置、现代化的设备,可以成为京、津的后花园与交接点。北京市政府、天津市政府皆密切关注北运河开发问题。除基本的排泄功能外,北运河的生态、景观、休闲、旅游功能已经成为政府关注的焦点。本文通过北运河旅游资源的梳理和价值评价,分析其开发效果和存在问题,论证北运河区域旅游资源开发的可行性,并结合北运河实际情况作出了路径分析,得出走平稳型路径的结论。北运河旅游资源开发平稳型路径即通过开放整体旅游系统,同时对系统间的随机涨落分析,选择演化道路,远离平衡状态,非线性作用机制下,通过子系统间的竞争与合作,达成自组织状态。在自组织理论指导下,针对北运河的旅游开发现状,设计主题旅游线路并构建旅游板块。本文试图打破北京与天津各自为政的局面,从北运河整体旅游资源出发,整合其旅游系统,为京津冀旅游一体化提供新的视角。

【Abstract】 The Northern Canal is an important segment of the Beijing-Hangzhou grand canal, the three provinces and cities along the northern connected. Two major cities and counties of Northern Canal is subordinate to the tourism resource development is lagging behind. In the Canal, the nomination mature gradually Jing-Jin-Ji regional tourism integration agenda, the south-to-north water transfer project is expected to solve the northern canal dry condition, how to reasonable development along the northern canal becomes an important subject of city.Along the Northern Canal except with Beijing, Tianjin two important node, Hebe Langfang also occupies position, its advantageous geographical location, modern equipment, can be in Beijing, Tianjin and intersection of the garden. Beijing municipal government, Tianjin government is closely north development canal. Besides basic excretion, the ecology, landscape and leisure, traveling function has become the focus of the government.Based on the Northern Canal and tourism resources, analyzes its development value evaluation result and existing problems, and demonstrates the Northern Canal regional tourism resource development, and the feasibility of the Northern Canal situation made path analysis, the path go steady type. The Northern Canal tourism resource development through open type smooth path for the whole system, at the same time, the system analysis, choose evolutionary random fluctuation, far away from the road balance, nonlinear mechanism between subsystems, through the competition and cooperation, and achieve the organizational form. In theory, under the guide of tourism development in the Northern Canal situation, the design theme tour routes and constructing tourism sector. This paper tries to break the fragmented Beijing and Tianjin, north of overall tourism resources from the Canal, the integration of its tourism system, the integration of tourism for the Beijing-Tianjin-Hebei provides a new perspective.
