【摘要】 社会保险是为劳动者提供的基本生活保障,它是现代社会保障体系中的主体和核心。社会保险管理信息系统是为适应新形势下社会保险制度的改革和现代化管理信息手段的要求而提出实施的,是对社会保险业务进行高效管理的必要手段,随着社会保险制度的进一步完善和社会保险业务量的急剧上升,实现社会保险信息的计算机管理就更加重要。社会保险信息系统要适应“五险合一”、“金保工程”以及劳动部相关指标体系等相应要求,并且实现“一票征缴”、收缴支付灵活多样、数据安全、操作简便、查询方便等相应目标。德州市社会保险中心按照金保工程的指导思想,对涉及到的业务和领域进行重点调研,开发出了基于J2EE的C/S/S三层体系架构、适应本地化需求的德州市社会保险管理信息系统(核心平台二版),实现了社保数据的统一管理。本文在分析社会保险管理业务流程的基础上,对系统结构、需求分析、功能设计与实现进行了详细的研究,着重介绍了系统实现中的关键技术。为了适应社会保险政策的多变性,利用建立方法库的技术手段,将保险政策转化为计算参数和计算方法之后进行相关计算,解决了保险系统的计算问题,同时也为用户提供了一种计算方法与计算参数的维护管理平台。基于社会保险业务计算复杂、涉及数据量大的特点,在系统设计时采用了存储过程技术和触发器技术,减轻了网络负担、提高了工作效率。安全服务引擎的实现与加密卡通讯传输是也本系统支撑平台的重要组成部分,为系统提供了安全的服务和保障;动态版本管理也保证了程序版本的一致性。最后,对社会保险信息系统进行了总结和进一步展望。随着系统在实际使用中的不断完善和提高,必将对我市的社保行业做出更大的贡献。更多还原

【Abstract】 Social insurance is to offer laborers basic guarantee of living.It is the main body and core of current social guarantee system.Social Insurance Management Information System(SI-MIS) were put forward and carried into execution in order to meet the request of reformation of social insurance regulations and information means of modem management in new situation.It is also a necessary measure to manage the social insurance operation effectively.With the further perfect of social insurance regulation and the rapid rising of its quantity,it is more and more important to manage the social insurance with computer.SI-MIS should be adapted to "Five insurances in one"、"Golden Insurance Project" and correlative guideline of Labor Department,and realize "One Ticket Collection",various payment,data security,handy operation and convenient inquiry.Under the direction of the Golden Insurance Project,Dezhou society insurance center made key investigation in the operation and field involved,Developed the Dezhou society insurance center(core platform two editions) which meets the local demand,takes use of three systems constructions based on J2EE C/S/S three systems structures,realized the united management of society insurance data.Based on analyzing of Current SI-MIS operation procedure,the article made researching on the System Structure,Requirement Analysis,Functional design and implementation in detail,highlights the system key technology.In order to adapt to the social insurance policy variability,establish the method library,Insurance policy will be translated into calculation parameters and calculation method before the relevant calculation,to solve the problem of calculating insurance system and provide the maintenance management platform of calculation parameters and calculation method for users.Because the characteristics of computational complexity of social insurance business and amount of data,the use of storage process technology and trigger technology in the design of system,alleviate the burden on the network and increase efficiency.The realization of the security services engine and the comunications transmission of encrypted card is an important part of the system platform,provides security services and security for system.And the management of dynamic version guarantee the consistency of program’s version.Finally the summarization and prospects of the SI-MIS’s research are described. With the constant perfect and improvement of system in use it will make a greater contribution to the social insurance industry of our city.更多还原
