考虑节能发电调度的电能交易模型研究

【摘要】 节能发电调度的目的在于降低电力行业的能耗和污染物排放,但由此引发的调度方式改变将引起各方利益的调整。本文分析了节能发电调度的实施对电力市场产生的影响,分别建立了兼顾竞价和奖惩机制的节能发电调度模型、考虑节能优先与发电权交易的合约电量分解模型和基于系统剩余容量百分比(System Surplus Capacity Percent,SCP)和发电成本分离的节能发电调度模式,并对各个模型进行了相应的分析证明,通过算例验证表明所提3种模型都能在节能优先的同时兼顾电力市场的稳定,保障节能发电调度实施初期的平稳过渡。所做研究为节能发电调度的实施进行了有益的探索。
【Abstract】 The implementation of energy-saving generation dispatching can effectively decrease the energy consumption and pollutant emission by power industry, but the change of dispatching mode involved will bring about an impact on the profit allocation of all parties, so the exploitation of effective solutions is urgent. The paper analyses the impact of Energy-saving generation dispatching to Power Market, and establishes respectively three models including the approach of energy-saving generation dispatching market bdding with rewards and punishment, and the model for contract decomposition considering energy saving and generation rights trade, and the model on the basis of system surplus capacity percent and generation cost differentiation. Then the paper proves the feasibility of the models. Test result shows that the proposed three models can guarantee the stabilization of power market operation and the smooth transition at the initial stage of energy-saving generation dispatching. The proposed models could be an effective way of carrying out energy-saving generation in China.
