【摘要】 D-B总承包模式的关键技术是如何进行招标和评标。我国法律法规对D-B总承包模式的招标和评标方法暂时没有明确规定。因此,在招标和评标过程中,招标和评标方法需要进一步明确。不同的招标和评标方法产生不同的评价结果,为科学评价投标单位竞争力、提高项目的投资效益以及促进资源的合理配置,本论文将对D-B总承包模式的招标和评标方法进行系统研究。本论文通过参考国内外对D-B总承包模式的研究文献、FIDIC合同条件(黄皮书)以及国内外实际案例分析等,深入分析了D-B总承包模式的核心部分(业主规定),并结合我国的建设项目环境,提出了国内D-B总承包建设项目的业主规定、招标方法,确定了国内D-B总承包建设项目的评标指标体系、指标权重和评标方法。选择应用D-B总承包模式,评出最有价值(商务合理、技术先进、管理科学)的承包商,可以大大提高业主的投资效益。本论文提出的招标和评标方法,充分考虑了总承包商的投标报价和工期、技术实力、管理水平。对D-B总承包建设项目进行科学合理的招标与评标,使有实力的总承包商发挥其商务、技术、管理优势,使综合实力最强的总承包商中标,可以提高我国工程建设项目的管理水平。更多还原

【Abstract】 The technology key of design-build delivery systems is how to proceed and how to evaluate the bid. There are not specific evaluation methods in China’s laws and regulations to design-build delivery systems. It is necessary to be defined of the evaluation process, evaluation criteria, and the evaluation index system and evaluation method. Different methods of evaluation produce different results. Methods of tender evaluation in design-build delivery systems will be study in this paper for evaluating competitiveness of bidding units, improving relevant laws and regulations, improving returns on investment projects and promoting the rational allocation of resources.In this paper, both at home and abroad by referring to design-build delivery systems research literature, FIDIC conditions of contract and actual case studies at home and abroad and so on, made to adapt to the domestic construction of the design-build delivery systems and the specific details of the tendering procedure;-depth analysis of design-build delivery systems the core of the (owners of the content of the provisions), and combining the characteristics of China’s project environment, put forward a design-build delivery systems General Contracting owner applies to the provisions of the domestic content requirements, construction of the domestic general contracting design-build delivery systems, the establishment of the domestic design-build delivery systems evaluation procedures and evaluation model.The owners can greatly enhance investment returns by selecting the application of design-build delivery systems and the most valuable contractor ( business reasonable;advanced technology;management science), scientific management. This paper presents the evaluation of the tender procedures and model of giving full consideration to the tender offer, the tender period, the contractor’s technical and overall strength. Carrying on the bid and tender evaluation with rational science,which can make the strong contractor play its technological advantage and make the contractor with the most comprehensive strength win the bid.So it has improved the management level of construction project of our country.更多还原
