【摘要】 本文以《中国人民共和国政府信息公开条例》的颁布实施为背景,基于电子政务建设的视角,重点关注政府信息网上公开的基本逻辑与现实途径。全文以政府信息网上公开的现状为切入点,综合运用频数分析、列联表分析、聚类分析等统计学研究方法,从学术研究现状和网上公开现状两个层面展开讨论:以文献调研的方式,梳理出近十年有关这一问题的研究脉络;依据《中国政府网站绩效评估报告》的数据,采用抽样调查和跟踪调研的方式,详细分析网上公开现状;进而阐释这一现实问题的研究价值和现实意义。在此基础上,依据《中华人民共和国政府信息公开条例》,对政府信息公开的总体过程、主动公开过程和依申请公开过程进行梳理,分别导引出各自的逻辑流程,并基于以上的讨论阐述政府信息网上公开的逻辑流程,进而提出政府信息网上公开的策略与现实途径。更多还原
