基于GIS的杭州市土地利用状况查询跟踪系统开发

【摘要】 GIS技术的飞速发展,使它的应用几乎已经渗透到了每一个行业中。城市土地利用状况的研究包括大量的空间查询和内容分析,它是GIS的一个重要的、有一定特殊性的应用领域。随着我国住房制度改革的深入,市场机制已成为配置与调控房地产业基本手段,开发商充分利用对市场供求关系分析进行投资、营销决策,并利用供求信息不对称,通过“捂盘,囤地”等一系列不规范操作,获取超额利润。政府部门应当通过市场的供求分析,合理确定土地投放量,避免出现市场严重供大于求或供不应求状况,但不少地方政府只根据开发商对土地需求进行土地投放,造成阶段性商品房供给过量或短缺。因此,开发一个基于GIS的杭州市城市土地利用状况的动态追踪及查询系统对全面掌握市场供求有重大的意义。本系统结合杭州州市土地出让、规划许可证审批、施工许可证审批、销售状况等相关数据,提出完整的需求分析文档,按照UML的建模思想,利用MapX控件,在VB的开发环境中,开发一个具有地图相关信息显示及多种查询方法等功能的基于GIS的杭州市土地利用状况查询追踪系统,为准确掌握杭州已投放土地开发状况、销售状况、以及空间分布提供了有效工具。

【Abstract】 The rapid development of GIS technology has created applications in almost every industry. Methods for studying urban land utilization include numerous geographical analysis information processing. This has become one of the most important and unique applications in the field of GIS.With a major reform in the housing system in China, the market mechanism is turning into the basic means to allocate and control real estate. Some developers take full advantage of analysing the relation between market supply and demand to help investment and marketing decision, and using the demand information asymmetry, by engaging in unethical and even illegal activities such as delaying a delivery date to increase profits. Government sector should analyse the relationship between demand and supply, rationally determine the supply of the land, aviod the status like serious supply exceeds demand or Supply falls short of demand. While some local governments supply the land only in accordance with the demand of developers, it caused periodically shortage or over supply of the commercial residential building. In order to in the gripe of the market demand all-around, it is particularly important to develop a GIS-based urban land utilization system for Hangzhou city that supports advanced dynamic tracking and inquiries.This system will utilize a database for the city of Hangzhou that includes information such as land lease, examine and approve the planning permissions and builder’s licences, and sales status. This system will then produce a completed file of demand analysis. This system is based on UML modeling, using MapX components, and established functions such as map indication and various enquiry paths in a VB context, it provides an efficiency tool for grasping the development of the land have been put in sales status and space distribution of Hangzhou thought correctly.
