基于胜任力的我国监狱人民警察培训体系研究

【摘要】 在知识经济时代,培训已经成为组织获取持续竞争优势、提高核心竞争力最主要的手段。本文运用胜任力的概念和理论,对目前我国监狱人民警察培训体系进行研究,目的是提高当前监狱人民警培训的针对性和有效性,使监狱人民警察的素质大大提高以适应当今时代的要求和监狱安全稳定、健康发展的需要。为了保证论证的真实性,本研究对A监狱的监狱人民警察作了大量的访谈和问卷调查。在新的监狱警察培训体系建立的过程中,本文引入了胜任力的概念,它包括与人们的工作绩效有直接因果关系的一系列能力、个性、工作风格等因素,是影响组织绩效的根本所在。在新的监狱警察培训体系的建立中,本文从胜任力模型的建立、培训的需求分析、培训计划的制定、培训的执行和培训评估五个方面进行研究。胜任力的作用主要体现在培训需求分析中,为了加强培训的有效性,A监狱在进行培训之前应该从胜任力的角度进行选拔,将最适合的警察送去培训,并参照胜任力词典和模型,明确监狱警察的胜任力差距,使培训有的放矢。而培训的最终目的是通过提高监狱警察的胜任力来提高监狱的绩效。这个培训体系结合目前A监狱实际,主要针对对象是A监狱五个基本岗位的监狱警察。
【Abstract】 In the era of knowledge economy,training has become the most effective measure for organization to obtain sustainable advantage of competition and elevate the core competence of the organization.In this paper,the concept and theory of competency is used to construct the future training system for prison policemen of our country.The object is to improve the training’s pertinence and validity of every prison.It also can greatly improve the prison policemen’s capability so as to keep abreast of the times and meet the needs of prison’s safety,stability and sustainable development.In order to ensure the paper is authentic,plenty of interviews,questionnaires and inquisitions with the policemen of A Prison have been done.During the new system being constituted,the concept of "competency" is being introduced.It includes a series of factors,such as ability,personality,work-style,etc..These factors have direct cause and effect relation to people’s work performance.The competency is the root factor,which influences the organization’s performance.During the new system’s being constituted,system-plan from five aspects is worked on.The five aspects are competency model constituting,training requirement analyzing, training program framing,training implementing and training evaluating.The function of competency mainly materializes tbe training requirement analyzing.In order to strengthen the training’s validity,A prison should carry through selecting according as competency before training and send the most appropriate policemen to be trained.According to competency dictionary and model,making definite the competency gap among the policemen can make the training has a definite object in view.The ultimate aim of training is to improve the prison’s performance by improving the policemen’s competency. According to A prison’s reality,the people who the training system mainly aiming at is A prison’s five basic stations prison policemen.
