【摘要】 居住是人类的基本需求之一,住房作为人们生活的基本消费资料,是实现安居乐业、社会稳定和促进经济发展的重要条件。住房特别是低收入居民的住房问题,是近现代社会长期困扰世界各国政府和人民生活的重大的经济、社会问题。我国正处于发展市场经济的社会经济转型期,近年来大力推进住房商品化并不意味着政府解决住房问题的作用被削弱,恰恰相反,由于住房问题的特殊性,政府应加强对住房开发、建设和分配的管理,建立完善的住房制度,尤其是面向低收入阶层的廉租房制度。廉租房作为解决城镇低收入居民住房问题的主要方式,从全社会的角度来说是一种社会财富的再分配,即利益再分配,只有全社会中的所有中低收入居民共同参与的分配,才是公平的分配。随着市场化进程的加快,最低收入家庭住房支付能力不足的问题愈显突出,因此,健全住房保障机制、解决住房领域的公平问题,在原有住房保障体系的基础上加快完善一个更为科学合理的最低住房保障体系,己成为现在我国构建和谐社会的重大现实问题,迫切需要加强系统的理论研究。基于这样的认识,本文首先阐述了最低住房保障制度的理论依据,界定了最低住房保障制度的概念,分析了这个概念的基本特征。然后介绍了香港、美国、新加坡在最低住房保障制度建设上的成功经验,最后在分析我国最低住房保障的现状以及存在问题的基础上,借鉴国外经验提出了解决问题的对策和建议。更多还原

【Abstract】 Living is one basic need for the human. As the elementary consumption, house has become an important factor to realize the live and work in peace and contentment, society steady and economy developed. The housing problem for the low-level workers is worried by the governments. Because it gradually becomes a serious issue for society and economy. China is developing the market economy. Whereas housing is commercial in the recently, but our government do not relax the right for solving the house problem. In other way round, because of the special matter, the government has constituted the system of house, stressing on the manage for the exploiting, developing and assigning of house, especially for the low-level workers to rent house. If we stand on the position of society, we will know that lowest renting house is a system for the Fortuna assigning. It will be as the assignment equity excepting the high level worker participant. With the accelerating of market course, solvency of the lowest level family stands out gradually. Therefore, completing the system of housing security, solving the problem of housing equity and perfecting lowest housing security are becoming an important social problem. We should put up an academic and systemic research.So, the article introduces the academic basic of lowest housing security at first, defining the lowest housing security, anglicizing the characteristic of this definition. Then the article introduces the successful experience of lowest housing security from Hong Kong, America and Singapore. At last, the article offers us the methods and suggestions for solving problem on the basis of analyzing our status existent problem and overseas experience.更多还原
