【摘要】 完善的社会保障制度是实现国家经济持续、快速、稳定发展的必要基础,是体现社会公平、维护全社会成员合法权益的重要保证。随着住房制度改革的不断深化,建立与之相适应的住房保障制度已经提上日程。世界各国的住房社会保障制度是多种多样、各具特色的,因此,要充分借鉴发达国家住房保障的成功经验,并在此基础上,根据我国具体国情,构建有中国特色的住房保障制度。住房保障与经济制度也有着密切的关系,经济制度不同,住房保障方式有较大不同。即使经济制度相同的国家,其住房保障方式也有一定差异,因此,从差异中汲取有益的经验有助于完善我国的住房保障制度。本文在回顾我国城镇住房保障制度发展历程的基础上,分析了我国现行的城镇住房保障基本制度(经济适用房制度、廉租住房制度、住房公积金制度)的主要特征以及在实施过程中的优势和不足,并通过对三种有代表性的发达国家和地区住房保障制度的剖析,探讨了以香港为代表的政府直接建房方式、以德国为代表的非赢利机构建房方式和以美国为代表的减税和补贴方式的住房保障制度的特点和成功经验,结合我国住房保障制度改革的实际,对中国特色的城镇住房保障制度进行了探讨。本文围绕现阶段我国发展住房保障的基本思路,即:对不同收入家庭实行不同的住房供应政策,高收入家庭按市场价格购买、租赁商品住房,中低收入家庭购买经济适用房,最低收入家庭租赁由政府或单位提供的廉租住房,进一步提出了完善我国城镇住房保障制度的六点建议和措施:(1)建立和完善住房保障法律法规体系,进一步做好基础性工作;(2)加强国家住房保障机构建设,强化政府住房保障职能:(3)完善住房保障的金融配套体系:(4)改革和创新以共有产权为基础经济适用房制度:(5)转变住房保障的补贴方式,逐步从“砖头补贴”向“人头补贴”转变;(6)扩大住房保障覆盖面,关注“夹心层”和城市流动人口。更多还原

【Abstract】 The consummate Social Security system is not only the necessary foundation that ensure the national economical standing, fleet and steady development, but also the important guarantee of social equity and legal rights of all the social members. With the further development of housing system renovations, building a relevant housing social security system has been brought into the agenda. The housing social security of the countries in the world is various and characteristic. The housing social security has close relationship with the economic system. Since the economic system is different, the forms of the housing social security vary a lot. Even in the countries with the same economic system, their housing security will also be different accordingly. Even if in countries with the same economic system, certain differences still exist regarding as their social security way of housing, we could derive the beneficial experience from the differences so as to be helpful to consummate the housing security system in our country.This text analyzed the current town housing security system of our country. Then according to this, I analyzed the present status of our country’s basic city housing security system (economical housing system, low-rent housing system and accumulation fund housing system) the main characteristic, advantages and disadvantages of each system. Secondly, 1 introduced three representative styles of housing security systems in developed countries and districts: government build the houses directly in Hong Kong, non-beneficial institutions build the houses in Germany, reducing taxes and providing allowances in America. The characters and successful experience in these countries and districts inspire me on the status of our country’s housing security system. According to our country’s actual, I discussed Chinese characteristically city housing security system. This text surrounds the current our country to develop the basic way of thinking of housing security, namely: Right different income family practice the different housing supply, high income family to press market price to purchase, low income family purchase the economy the suitable for use the building, the most low income family lease that provide to be rented by government or unit the housing. At last, I provided six advices for our country’s housing security system: (1) Set up and improve the law and regulation for housing security system. (2) Enhance Rebuild the country’s housing security institution for the government’s capability on implementing housing security methods. (3) Remedy the financial system, which complies with the housing security system. (4) Reform and innovate the economical housing system which depends on mutually holding property right. (5) Change the subsidy method of housing security, Gradually from "brick subsidy" to "person’s head subsidize".(6) Extend the housing security overlay scope, Pay attention to the "clip a heart layer" and the fluid population in the city.更多还原
