呼和浩特石化公司500万吨炼油规模扩能对水环境影响的评价

【摘要】 本文根据相关的质量评定标准,通过对呼和浩特石化公司在目前130万吨/年加工能力的情况下所产生的污水对地表水、地下水、呼和浩特市水源地等的污染状况进行调查分析;采用相应的公式和数学模型对地下水、地表水的环境质量状况进行调查和评价;对地下水、地表水的环境影响进行预测和评价;提出了水环境的保护措施及其技术论证。对500万吨/年炼油扩能改造工程实施后通过污水处理的新工艺、新方法能够达标排放,尽可能地达到污水零排放进行了论证。根据本文的分析评价结果,认为呼和浩特石化公司的500万吨炼油扩能改造项目所产生的废水对区域的地表水、地下水不会造成不良影响,对呼和浩特市的水源地更不会造成影响。项目实施后工业用水主要使用黄河水,大量节约水资源,是一项功在当代、利在千秋的工程。因此,该项目从水环境的污染评价角度来讲是可行的。

【Abstract】 According to the relative quality evaluation standards, this article is to investigate and analyze the pollution upon surface water, subsurface water and water source of Huhhot, which caused by polluted water of the current 1.3 Million tons per year petroleum refining facility of Huhhot Petrochemical Corporation. Also the article researches the quality of subsurface and surface water by corresponding formula and math models, predicts and evaluates the environmental effect of subsurface and surface water condition, and puts forward the measure and its technical demonstration of water protection. Lastly, the article demonstrates after the scale up project of the 5 million tons annual refining facility set up, it is feasible of naught polluted water let after using new techniques and new methods.According to the research and evaluation of this article, the polluted water produced by the 5million tons petroleum refining scale up facility of Huhhot Petrochemical Corporation would not pollute subsurface and surface water in the region, and would not pollute the water source of Huhhot also. The scale up facility would use the water of Yellow River mainly, which would save water resource greatly, and would be a beneficial facility for the generation to come.Consequently, the scale up facility is feasible from the perspective of water pollution evaluation.
