我国地方政府公务员绩效考核研究

【摘要】 绩效考核的概念来源于企业,它是按照一定的标准,采用科学的方法,检查和评定职工对职务所规定的职责的履行程度,从而确定其工作成绩的一种有效的管理方法。近年来,公务员的绩效考核问题得到了社会各界的普遍关注,取得了较大的成绩。然而,由于我国公务员制度起步晚,加上国内外环境的不断变化,因此现阶段我国地方政府公务员绩效考核仍存在着不少问题和缺陷。本文通过文本分析与要素分析,深入探讨当前我国地方政府公务员绩效考核在静态、动态及心态方面的多重困境。造成这些困境的原因包括政府价值多元化的影响、公务员本身绩效的复杂性影响、行政生态系统的影响、法规制度以及主观因素的影响等。基于上述分析研究,笔者认为,我国地方的公务员绩效考核制度还处于初创阶段,在理论上还不成熟,在制度设计和实际执行中也存在着很多的困惑和误区。而西方发达国家公务员考核制度已经有了相对充分和完善的发展,因此我国地方政府在借鉴其经验的同时,应按照科学发展观和正确政绩观的要求,在生态环境、价值理念、制度设计以及激励机制等方面,开创具有我国特色的公务员绩效考核制度,进一步完善我国地方政府公务员考核体系,从而加快高素质公务员队伍建设的步伐,不断提高政府的行政效能,争取早日建成高效廉洁的服务型政府。
【Abstract】 The conception of performance evaluation comes from enterprises, it adopts scientific method to evaluate the degree of the employee’s fulfillment on their duties according to certain standard, and thus ascertain their achievements on their work. In the last few years, the question of Civil Servant’s performance evaluation has been paid great attention by the society, thus the appraisal of Civil Servant has also made great achievement. However, for the late start of the system, as well as the persistent varieties of home and oversea environment, there still have been quite many problems and limitations now.This paper is trying to probe into the problems on the dynamic and static as well as the mental aspects through text and element analysis of some local government’s Civil Servant performance evaluation. The causes for these difficult situations include the influences of the multi-value point, the complexity of Civil Servant’s performance, administrative ecosystem, as well as the law and the subjective factors.Based on the analysis above, it can be considered that our nation’s evaluation system still in its early phase of development, and is far from being mature theoretically, also mistakes and misunderstanding still exist in the system designing and enforcement. On the other hand, in the advanced countries, the evaluation systems have developed to the greater extent, thus our local government should initiate our own evaluation system by referring other countries’, according to the requirement of scientific development conception and correct political achievement conception, on the aspects of the ecosystem, the value point, system designing and inspiring effect. By this means, we can perfect the evaluation system of our local government’s Civil Servant and thus speed the pace of the construction of the group of high-quality Civil Servant, promote the government’s administration efficiency, and speed the construction of the efficient, clean-fingered serving government.
