中印和谐外交的构建及前景展望

【摘要】 新世纪,在对国内、国际形势进行科学分析的基础上,胡锦涛提出了“和谐世界”和“和谐外交”理念。新德里正是中国和谐外交首个“试验田”。印度是中国山水相连的邻邦,随着印度在经济、军事、外交等领域的发展,印度已崛起成为国际格局中的一支重要力量,在中国的地缘政治环境中也占有越来越重要的位置。但是,由于历史原因,中印两国关系的发展并非一帆风顺,甚至出现过兵戎相见的局面。这种情况,并不符合两国的长远利益。中国政府希望在和平共处五项原则的基础上与印度发展睦邻友好关系,加强与印度合作,进而改善与印度的关系,为我国的发展创造一个和谐的周边环境。作为世界上两个最大的发展中国家,中国与印度已于2005年4月11日建立了“面向和平与繁荣的战略合作伙伴关系”,这是中国睦邻外交的重大成就。目前,两国正处在历史的最好阶段。正是基于这种有利背景,本文按章节分析了:中印构建和谐外交的可行性;构建的和谐因素和非和谐因素;构建的理论基础和现实途径;并对中印和谐外交的美好前景作了初步展望。就目前而言,这一前景的载体即为中印战略合作伙伴关系的未来发展前景。因此文章最后,着重在分析中印战略合作伙伴关系发展的有利因素和制约因素的基础上,探讨研究了中印战略合作伙伴关系的未来发展前景。可以预见,两国的战略合作伙伴关系必将进一步加强。更多还原

【Abstract】 In new century, on the base of a scientific analysis of the domestic and international situations and draws the right judgment, Hu Jin tao comes up with the Concept of Harmonious World and Harmonious Diplomacy. New Delhi is just the first ’testing field’ of Chinese Harmonious Diplomacy.As a neighbor to China and with its continuing development in economics, military and foreign affairs, India has become an important part in the world structure and played more and more important role in the geopolitics of China. Because of the historical factors, the Sino-India relationship has not been smooth and sometime even a war broke out between them, which is harmful to the long-term interests of the two countries. The Chinese government has been dedicated to develop a friendly neighbor relationship with India on the base of the five principles of peace and coexistence, hence to improve the comprehensive relation with India and create a harmonious surrounding environment for the development of our country. As the two largest developing countries in the world, China and India established ’Strategically Co-operative Partnership Relation Facing Peace and Development’. It is a significant achievement of the neighboring diplomacy of the two countries reached strategically.Currently the two-country relationship is in the best state in the history. It was based on such favorable background, by sections of this paper, it analyses that China and India in the feasibility of constructing a harmonious diplomacy, Construction of a harmonious factors and non-Harmony factors, Construction of the theoretical basis and practical approach, and Sino-Indian diplomacy and harmony in the bright future of a preliminary outlook. Currently, the prospect’s carrier is the future development prospects of ’Sino-Indian Strategically Co-operative Partnership Relation’.Consequently, at the end of the artic, it discusses the prospects of this kind of relation between China and India on the base of analyzing the positive and negative aspects of their Strategically Co-operative Partnership Relation.
