【摘要】 长三角旅游合作,是在应对竞争压力和追求发展动力下形成的区域经济合作,是中国区域旅游发展的一种新探索。长三角旅游合作在国内已产生较大影响,但与我国旅游发展的要求相比,进展还比较缓慢,处于起步阶段,未形成较成熟的合作模式。本文依托《长三角区域旅游发展规划战略研究》、《推进长三角水上旅游合作发展的建议》课题参与,通过实地调查、资料收集、人员访谈,着力长三角水上旅游资源整合、产品组团发展、线路多元组合,并以政府、企业、协会的合作为保障,以长三角各市的共赢发展为目的,构建“以水促旅,合作共赢”的长三角水上旅游合作模式,以期为推进长三角旅游合作助一臂之力。全文分四章:第一章,导论。阐述本文的研究意义、研究方法、研究思路、创新点与不足之处,界定长三角水上旅游合作的概念,简述区域旅游合作的理论基础、区域旅游合作模式和水上旅游发展的研究进展。第二章,合作现状分析。按水域空间形态,将长三角水上旅游分为运河旅游、长江旅游、太湖旅游、东海旅游、水乡旅游、水城旅游、水利旅游和湿地旅游等八大类型,分析了各类型的开发现状。然后结合长三角区域旅游合作存在的问题,相应地归纳了长三角水上旅游合作中存在的九大问题,并归因于“政府、企业、协会”的主体作用没有得到充分地发挥。第三章,合作模式构建。根据区域旅游组团合作理论,建立“以水促旅,合作共赢”的长三角水上旅游合作模式,从三个方面来阐述长三角水上旅游合作,一是资源整合,共筑“水天堂·梦江南”;二是组团发展,打造八大水上旅游产品;三是多元组合,编织水上旅游线路网络。第四章,对策与建议。从“政府归位、企业到位、协会补位”三大层面,提出九个方面的对策与建议,与长三角水上旅游合作九大问题一一对应。具体来说,有政府归位的“完善制度化区域协调机构、建立区域利益补偿机制、制定区域市场开放计划”;企业到位的“促进企业成为市场主体、采取企业网络经营方式”;协会补位的“完善旅游标准体系、建立公共信息平台、制定区域整体规划、开展区域联合营销”。本文创新之处在于对水上旅游的系统研究和合作模式的创新研究,而不足之处在于国内外水上旅游合作的研究现状、对比借鉴等方面。更多还原

【Abstract】 Tourism cooperation in Yangtze river delta became a new exploration for regional tourism development. Generally, it’s effective, but slow, because of an immature cooperation mode.According to the projects of "Strategic Study of Regional Tourism Development Planning in Yangtze River Delta" and "Advice on Promoting Aquatic Tourism Cooperation in Yangtze River Delta", by integrating aquatic tourism resources, developing by cluster, forming multiple tourist lines, and making government, enterprise and association as main participants, for the aim of all-win, the paper proposed the aquatic tourism cooperation mode in Yangtze river delta—"tourism promoted by Water, mutual benefited by cooperation". Hoping to promote tourism cooperation in Yangtze river delta. The paper is divided into four parts:Part 1: Introduction. Discribed the research significance, methods, tactics, creative viewpoints and shortages, explained the related special terms, recited foundational theories, and summarized the research on regional tourism cooperation and aquatic tourism development..Part 2: Analysis on the cooperation status. According to the water spacial form, aquatic tourism can be divided into 8 kinds, Grand Canal tourism, Yangtze River tourism, Taihu tourism, East China Sea tourism, water town tourism, water city tourism, water conservancy tourism and wetland tourism. After analyzing the development situation of each kind, summarized 9 problems in accordance with regional tourism cooperation problems in Yangtze river delta, which are induced by the behavior of Government, enterprise and association.Part 3: Cooperation mode establishment. According to the theory of regional tourism cluster, proposed the cooperation mode of aquatic tourism in Yangtze river delta "tourism promoted by Water, mutual benefited by cooperation". Carried out by three aspects, resource integration, cluster development, multiple combination.Part 4: Countermeasure and propose. According to the three main participants, proposed 9 advices, which can be concluded in three aspects, government homing, enterprise dominating, and association assistance.The creative viewpoints in this paper are the system research of aquatic tourism and creative research of cooperation mode.
