【摘要】 在政府采购活动中,供应商既是采购产品的提供者,也是政府采购的受益者。加强对供应商的监督管理是完善政府采购制度的一项重要任务,建立供应商督察考评系统是政府采购信息化的重要内容。本文首先简要介绍了WEB体系结构;然后以电子化政府采购为背景,分析了系统需求;接着给出了考核供应商的诚信评价指标及量化模型;在此基础上,介绍了系统的设计和实现,给出了基于SSH(Struts+Spring+Hibernate)框架的系统结构,描述了系统主要功能模块和主要数据表的结构,并以考评评分模块和供应商查询模块的实现为重点,介绍了系统的具体实现过程;最后,演示了系统的部分功能。本文介绍的供应商督察考评系统,能够较好地满足政府采购实际工作中的相关需求,成效明显。同时,本文提出的诚信评价指标及量化模型对同类评价考核体系的建立、完善有一定的参考价值和借鉴意义。更多还原

【Abstract】 In the process of Government Procurement, the suppliers are also the beneficiaries. It is an important task to strengthen the supervision and management in refining the Government Procurement system. Also, it is of great importance to build inspector supplier evaluation system in the process of Government Procurement informationization.This paper introduces WEB architecture firstly and then analyzes system requirements based on E- Government Procurement; an integrity evaluation indicator and quantitative model is shown lately. Based on this, mainly describes the design and implementation of the system, the system architecture based on SSH(Struts+Spring+Hibernate) is given. It also presents the main function modules and datasheet structure. The focus of the implementation is module of graded and supplier query. Finally, part of the function of the system is shown.The inspector supplier evaluation system presented in this paper can satisfy the corresponding requirements well. Meanwhile, the integrity evaluation indicator and quantitative model built in this paper can be of reference for other evaluation systems.更多还原
