【摘要】 当前,我国在已经基本普及义务教育的情况下,义务教育免费问题引起了政府和社会各界的高度重视。自2005年起全国已有几个发达城市率先出台了义务教育免费的政策,如苏州、北京、上海等地。实现免费义务教育,首要的不是经费投入的问题,而是制度设计的问题。但实际上,免费义务教育经费保障机制还没有建立起来。本文运用教育经济学、公共财政学等领域的相关研究理念,采用了文献研究、比较研究、实证研究与规范研究相结合等方法,回顾了义务教育阶段教育经费保障机制的变迁,对1992年～2006年中国义务教育经费来源、投入、分担等相关数据变化情况,从总量和结构两个维度进行了实证研究,分析了我国义务教育经费保障机制存在的问题。最后,论证了中国有能力实行免费义务教育,对构建免费义务教育经费保障机制提出了建议。更多还原

【Abstract】 After popularization of the compulsory education, the problem of free compulsory education attracts the attention of the government and the population. Some developed cities of our country put forward the policy of free compulsory education firstly in year 2005, for example, Suzhou, Beijing, Shanghai and so on. The first thing of achievement of free compulsory education is not the funds but the design of the mechanism. Actually, the guarantee mechanism of funds for free compulsory education hasn’t been founded yet. The paper applies literature reading and comparing to analysis the compulsory education in our country and touches a lot of correlation theory which include education economics, finance of commonality. On the base of founding that china has the ability to realize free compulsory education, Finally, the paper proposed suggestions on design of the guarantee mechanism of funds for free compulsory education after the study of flux of the security mechanism of the funds of compulsory education and the problem in compulsory education from year 1992~2006.更多还原
