【摘要】 随着我国城镇化、工业化的快速发展,每年约有200万农民离开土地成为失地农民,失地农民由于权益损失、生活水平下降等因素引起失地农民问题,失地农民问题成为影响社会稳定的重要因素。国内学者对此已经引起了广泛关注并提出了许多极具参考性的建议。笔者认为在产生失地农民诸多问题中最主要的是失地农民贫困化问题,因为失地农民为城镇化、工业化的发展做出了巨大牺牲,当周围经济快速发展与自己贫困生活对比时,心理上的不平衡往往是引发社会不稳定的因素。国内学者对失地农民问题的研究大都是分割性的,其实造成失地农民贫困的原因不仅有制度方面,比如征地制度不合理、征用补偿制度;也有农民本身原因,如知识、技能和年龄方面的缺憾;提出解决失地农民贫困问题从完善土地产权、提高社会保障、规范政府行为和增加失地农民就业等方面提出可行性解决方法和建议。本文的创新之处在于针对失地农民贫困问题不是从某方面来论述,比如权益损失、征地补偿、安置就业等,而是综合考虑各方面的因素,并加入新时期下造成失地农民贫困的新的因素,给出相应针对性的解决方案。更多还原

【Abstract】 Along with the advancement of industrialization and urbanization of our country, every year about 2 million farmers left their land as landless peasants .The rights of landless peasants losses > falling living standards and other factors landless peasants, landless peasants issue will be an important factor to affect social stability .Domestic scholars have already attracted widespread attention and put forward many great suggestion .I believe that the most important problem in the number of landless peasants issues is the poverty of landless peasants ,because landless peasants to urbanization、the development of industrialization have made enormous sacrifices ,when they find in their surrounding the economic development is so rapidly ,on the contrary their life are poor. The psychological imbalance is often trigger social instability .Domestic scholars to the study of landless peasants are basically compartmentalized.In fact ,cause the reasons for the poverty of landless peasants not only the system, land requisition system unreasonable ,system of confiscating glebe.Farmers also have their own reasons ,such as knowledge、skill and the age deficiency ;propose solutions to the problem of poverty of landless peasants from the improved land ownership、and enhance social security、standardize government behavior and increase employment ,such as landless peasants feasibility of proposed solutions and recommendations.The paper is against the innovation of landless peasants from poverty problem is not to describe certain aspects,(for example the loss of rights、land compensation、 resettlement and employment) ,but rather considered various factors ,to add a new era of landless peasants under the new poverty ,and the corresponding targeted solution.更多还原
