【摘要】 目前智能交通的理论、方法并不十分完整、全面。尚无指导智能交通项目设施建设的规范,因此在智能交通项目建设过程中易出现智能交通项目建设功能等级与实际情况不协调,设施功能过高产生浪费或设施功能无法满足要求的情况,最终导致巨大的浪费。针对这一问题,本文提出建设重庆市城区智能交通设施建设技术指导规范,依据交通需求,将智能交通系统按照功能、技术参数划分等级的理论。并给出了具体的算法和每个智能交通系统等级的内容。本文先介绍了目前应用的智能交通设施技术,以供智能交通项目规划参考。接着论述了在众多的交通参数中,选取哪些关键交通参数作为反映当前交通问题的依据。下一步根据所选交通参数,应用模糊层次分析法解决选择ITS项目的问题。然后给出针对已选定的ITS项目如何确定等级的方法,最后通过大量资料分析将智能交通系统按照功能、设施分成三个等级,并详细阐述了每一个等级的智能交通项目设施建设技术指标要求。智能交通系统总体结构复杂,本文主要为交通信息采集系统、动态交通信息发布系统、交通监视系统、交通事件检测系统、交通状态预测系统、交通控制系统、交通诱导系统提供对应的功能要求和技术指标参数。通过对重庆城区智能交通设施建设技术指导规范的研究,形成具体可操作的实施规范和要求,解决了在交通设施建设、改造的同时配套建设智能交通设施的有关问题。起到了节省成本、加快智能交通建设、提高交通管理水平、缓解交通拥塞的作用。更多还原

【Abstract】 At present the theory and the method of Intelligent Transportation System (ITS) is not very complete and comprehensive. There is not specification about guiding intelligent traffic projects facility constructing,so ITS projects’s function and parameter do not suit the actual situation,.The ITS projects’s facility、function is too good to suiting the actual situation;or the low rank ITS projects’s facility、function do not suit the actual situation,what all results in a mass of waste,To solve this problem, this paper proposes building Chongqing City Intelligent Transportation System Facilities Constructing Technical Specification, and partitioning ITS into three rank depending on ITS facilities and ITS functions according to traffic demand,And this paper also provides the method of partitioning ITS and the detail function、parameter of each ITS rank.This paper first chapter introduces the application、technology of intelligent transportation facilities for referencing traffic planning .It discusses how to choose the traffic key parameters from the traffic parameters at the basis on the reflecting current traffic conditions in Chapter two.It solves how to choose ITS project by fuzzy analytic hierarchy based on the key parameters in Chapter three.It provides how to select ITS project class in Chapter four.At last,it put forwards partitioning ITS into three ranks depending on ITS facilities and ITS functions in ITS projects by analysing lots of data.And, it also provides the detail information of ITS project for each rank.This papar is about Traffic Information Collection System、Dynamic Traffic Information Distribution System、Traffic Monitoring System、Traffic Incident Detection System、Traffic Forecasting System、Traffic Control System、Traffic Guidance System.By researching Chongqing City Intelligent Transportation System Facilities Constructing Technical Specification, the paper puts forward the specification and requirment for ITS project constructing.The research solves how to construct ITS facilities in process of ITS construct.
