高速公路低路堤方案适用性研究

【摘要】 长期以来我国高速公路的路堤高度一直居高不下,但高填路堤具有一系列不可克服的缺点。为了国民经济建设的可持续发展,减少高速公路对土地资源的占用,降低高填路堤所带来的各方面的负面影响,采用低路堤设计理念得到了普遍的认可,近年来在我国高速公路建设中应用广泛。随着苏州北绕城高速、盐通高速以及沪宁高速的建设竣工,低路堤设计理念带来了巨大的经济、社会效益。但我国有不同于国外的国情,比如人口密度大、居民出行特征复杂、路网分布多、地方经济发展不平衡等,这使得低路堤设计理念在推广过程中遇到了非常大的困难。如果不能具体分析地域地理、交通以及居民出行特征,盲目采用低路堤设计理念就会影响到当地居民的正常的生活以及地区土地利用的开发,以至于影响到社会经济的发展。本文首先提出低路堤方案适用性的内涵,进而将各个内涵进行分解分析,对各内涵提出相对应的评价指标,建立起整个低路堤方案适用性的评价体系。通过二级层次分析法进行评价,从而确定拟建高速公路是否可以采用低路堤方案,避免盲目强调低路堤方案而造成影响当地居民出行以及影响当地经济发展的负面影响。同时提出低路堤方案的规划实施过程,从而指导高速公路的规划设计与管理部门对高速公路方案的设计和评定,使高速公路具有合理的填土高度,节省土地资源、节约公路投资的同时,还可保护环境并减少公路建成后的病害,促进地区经济的发展。

【Abstract】 The expressway embankment has always being designed in a high height in our country for a long time, but the high filled embankment has a series of disadvantages which can’t be conquered. For the sustainable development of our national economy construction and the decrease of expressway’s occupation of the land resource, as well as the debasement of the negative influence from the high filled embankment, low filled embankment design concept has be universally approved and be widely applied in our national expressway construction. With the completion of North Suzhou Expressway around City, Yan-tongand Hu-ning Expressway, the concept of low filled embankment brings great economic and social benefits. But our country has special situation different from others, such as high population density, complex population trip, and complicated road net distribution, and imbalance of local economy, etc. All of them make great troubles during the course of application. If not analysis the region geography, traffic and population trip features, adopting this concept blindly will influence the normal life of local and the development of land, and even worse it will block the social economic.Firstly, the article brings forward the connotation of low filled embankment applicability. Then disassembles every connotation and summarizes the according value index to establish the value system for the low filled embankment applicability. By twi-AHP(Analytical Hierarchy Process) to confirm the be-building expressway is suitable to adopt low filled embankment scheme or not, sequentially avoid the influence on local population trip and the economy development from emphasizing the low filled embankment expressway scheme blindly. While it will put forward the procedure for low filled embankment scheme planning and actualizing to guide the programming of expressway and the design for management department. As a result it will make the expressway have a reasonable filled embankment height and resolve the continuous problems result from the high embankment height, and the result is economizing the land resource and the investment for road construction, and also can protect the environment and reduce the disease after the construction of expressway.
