水电工程建设监理发展研究与实践

【摘要】 随着我国进入WTO,国内建设市场逐步开放,国外的咨询公司和项目管理公司大量进行中国市场,给国内项目管理公司和监理企业以较大压力。中国的水电开发规模位居世界第一,但是还没有出现一个具有国际项目管理先进水平的公司,甚至连国内都还没有一个监理公司或项目管理公司能够有能力受业主委托进行水电工程的项目管理工作,本文主要从监理企业发展角度和在龙滩工程的监理实践方面,提出对如何能够提高监理企业的能力,如何选择水电工程的项目管理模式,推动监理企业向具有接受业主委托进行项目管理的能力方向发展,是本文的主要课题。本文根据我国监理和项目管理发展历程和现状,对监理和项目管理的相互联系进行了阐述和比较,找出相互的不同和联系,并结合我国现行的监理制度,政府颁布的各类政策法规,分析了目前国内水电站建设项目管理模式,由于水电站工程普遍具有建设周期长,规模大、风险高等特点,提出由业主委托监理企业进行大型水电工程项目管理将是今后水电工程建设发展的方向,也是提高水电监理水平的需要。最后,本文对在龙滩水电站实行的建设监理实践情况进行了详细阐述,提炼出龙滩工程建设监理的特点和特色,分析了龙滩“小业主、大监理”的管理特点,并以此提出龙滩工程的监理应用实践,是目前国内监理制向具备全面项目管理制的中间过渡的典型案例,对今后特大型水电站实行建管分离,委托水电监理企业进行项目管理的发展具有借鉴和参考价值。

【Abstract】 As China enters the WTO, China’s construction market is gradually opening up, many foreign consulting companies and project management companies come into China’s market, Chinese professional consulting companies and project construction supervision enterprises are facing vehement competition at the same time. China’s hydropower development scale is largest in world, but now China have no internationally advanced level project management company, even have no one project management company or supervision enterprise can fully qualified for the hydropower project management commissioned by the owners of the hydroelectric. This paper mainly from the perspective of supervision enterprises development and in the Longtan project management practice , pointed out how to promote domestic hydropower project management level and supervision enterprise’s project management capacity, and how to choose the suitable project hydropower project management model, to promote supervision enterprises have the ability to project management commissioned by the owners of the hydroelectric. These are the main issues in this paper.According to China’s supervision and project management development process and resent situation, this paper explaining and compared the characteristics of project management and supervision, identify different and linkages of project management and supervision. Combine with existing supervision system, the government policies and regulations, this paper analysis the project management model of Super-sized hydropower station. According features that hydropower station under a long construction period, large-scale, high risk. Proposed project management of super-sized hydropower station by supervision enterprise or project management enterprise is future development direction of super-sized hydropower station construction, also is necessary to construct high-quality project management companies.In the end, this paper very detailed introduces the project management and supervision system application in Longtan Hydropower Station, extract the features and characteristics of Longtan Project management. Analysis features of the Longtan "Small-owners, Big-supervision" project management model. This paper put forward Longtan model is typical case that supervision system transition to comprehensive project management, which have important referential value at large hydropower station construction and management of separation in future and commissioned hydropower supervision enterprise project management development.
