【摘要】 电磁辐射是继水、噪声、大气之后的第四大环境污染源，随着人们对电磁技术的广泛应用，电磁污染问题日趋严重。本文以哈尔滨市为例，介绍了城区一般电磁辐射环境和特定电磁辐射环境的质量状况。对于一般电磁辐射环境，通过网格法布点监测、参照国家标准进行环境质量评价以及应用地理信息系统软件Arc View GIS绘制等值线图，掌握了城区一般电磁辐射环境较为清洁的状况；同时，采用了污染源调查的方式对电磁辐射水平高的区域进行了具体分析，发现这一区域有中波发射塔存在，应加强电磁辐射防护工作。对于特定电磁辐射环境的研究，通过对电磁辐射源的统计分析，确定了移动通信基站、广播电视系统和高压电力系统为主要研究对象。以电磁环境监测的相关标准为主要方法，通过对三类电磁辐射源的环境监测与分析，得出其周围电磁辐射环境总体上较为清洁的结论；同时，通过对各类电磁辐射源的固有特点、电磁环境特点等方面的分析，在电磁辐射源的规划和建设上提出了合理性建议。为了维护公众健康、防止电磁辐射污染，必须采取有力的防治措施，建议从严格执行政策法规、合理应用污染控制技术和加强个体防护三方面开展这项工作。通过对哈尔滨市一般电磁辐射环境和特定电磁辐射环境两方面的研究，较好地掌握了整个城区的电磁辐射水平，具有一定的理论和实际意义：研究内容系统化；为电磁辐射体科学规划、电磁辐射污染防治指明了方向；为今后电磁辐射环境管理奠定了基础；可以为其他城市的电磁辐射污染调查工作提供可行性依据。更多还原

【Abstract】 The electromagnetic radiation is the fourth environmental pollution source behind water, noise, atmosphere, Along with people applying electromagnetic technique extensively, the problem of electromagnetism pollution is gradually serious. Taking Harbin City as an example, the city area quality condition of general radiafrequency environment and specific source environment are introduced.For general radiafrequency environment, through a lattice stationing and monitoring, carry on the environment quality evaluation according to national standard to, and apply software of geographic information system Arc View GIS to draw the contour chart, as a result, more sanitary condition of general radiafrequency environment is mastered in the city area; at the same time, carry on concrete analysis by the way of adopting the pollution source inquisition to region of high the electromagnetism radiation level, and discover there is the medium wave transmitting tower in district, strengthen protection of electromagnetic radiation.To the specific source environment, through statistical analysis of electromagnetic radiation source first, mobilephone station and broadcast television system and high-tension system, are made main subjects investigated. The main method is the related standard with the electromagnetism environment monitoring, carry on the environment monitoring and analysis to three types of electromagnetic radiation source, the conclusion is that electromagnetic radiation is clean comparatively in their milieu environment; simultaneously, analyze aspects, such as proper characteristics of each kind of electromagnetic radiation source and the electromagnetism environment characteristics...etc., put the rationality suggestion on the programming and construction of the electromagnetic radiation source.For supporting the public health and preventing from the electromagnetism radiation pollution, it is a must to take potent prophylactico-therapeutic measures, suggest completing this work from strict carrying out policy laws, reasonable application the pollution control technology and strengthen the individual protection three aspects.Through research on the general radiafrequency environment and specific source environment in Harbin City, master the electromagnetic radiation level of the whole city district, it has a certain meanings of the theories and practice: systematize ror researching the contents; indicate a direction for scientific programming of electromagnetic radiator and prevention of pollution of the electromagnetic radiation; it is foundation for environmental management of electromagnetic radiation in future; provide a feasibility criterion for the investigation of electromagnetism pollution in other cities.更多还原
