湖南省地质勘查管理体制改革研究

【摘要】 由于历史积累的问题太多，矿业管理体制自身的复杂性特点以及制度创新、观念创新的滞后，目前的矿业管理体制还存在许多问题。作为矿业大省的湖南，地质勘查管理体制一定程度上也存在问题。文章以科学发展观为指导，运用新制度经济学、公共选择学派、管理学等学科理论，在大量调查研究的基础上，通过理论分析、对比研究、实证研究等科研方法，首先阐述了地质勘查管理的主要内容，包括公益性地质勘查项目管理、探矿权市场建设与管理以及地勘行业管理；然后从分析湖南省地质勘查管理体制的现状着眼，剖析了公益性、商业性地勘项目都是以探矿权为中心、载体，而地勘单位则是所有地勘项目的承担者；进而指出了当前管理体制存在的主要问题是地勘单位管理体制不顺和低效的产权运行机制以及公益性地勘项目成果不“公”等问题，并提出适合湖南省省情、满足国情要求、能够实现行政管理效率最高化、产业利益最大化、可持续发展的管理改革思路和政策建议，包括建立完善基于现代产权理论的产权运行机制，大力推行制度创新；理顺地勘单位管理体制，适时深化地勘单位改革，建立一支真正适应当前地质勘查需要的精强的公益性地勘队伍；加强商业性地质勘查市场的监管力度，不断培育发展探矿权市场。更多还原

【Abstract】 Because of too many problems that the history accumulates, and the complexity of mining industry as well as the lag of the system and idea innovation, the current mining industry management system still has many problems. As a large mining industrial province—Hunan, to some intent, also has some problems on geological prospecting management system.Under the guide of scientific development value and some discipline theories ,such as new system economics, public choosing, and management, etc., This essay, starting from explain the main contents of geological prospecting management, including managing non-profitable geological prospecting projects and building the mining right market and managing trade, and than analyzing the current situation in Hunan province after doing amounts of investigation and research. It has analyzed the fact that the public welfare prospecting and commercial geological prospecting are both centered on the prospecting right, while the geological prospecting unit is the undertaker of all the geological prospecting projects. It then proceeds to point out some problems, such as the problems on the current management system are because of the inappropriate management system of geological prospecting units and the inefficient property right operational system as well as the impartial allocation of the public welfare geological prospecting fruits, etc., and proposes a series of management reform plans and policy formulations, including establishing and improving the property right operational mechanism which is based on the theory of property right, giving energetic support to the systematical creation, putting the management system of the geological prospecting units in good order, deepening the reform in appropriate, establishing a crack professional public welfare team that meets the demand of the current geological prospecting, and strengthening the supervision of the commercial geological prospecting market.更多还原
