水利工程项目投标决策研究

【摘要】 水利工程建设市场竞争日益激烈,各施工企业在实力相当的情况下,投标决策的正确与否对企业能否在投标中取胜起着至关重要的作用。本文在大量查阅和深入研究国内外有关投标决策方法的资料的基础上,对已有理论和模型进行了分析和总结,并从理论和实践角度对我国水利建设工程招投标管理过程中存在的问题进行了分析,并结合投标工作所具有的特点,提出了一些新的思路和方法。在投标理论的研究中,通过介绍水利建设工程的投标过程,对影响投标结果的因素进行了深入分析,提出了投标对象的选择原则,并识别了其影响选择结果的因素,在此基础上建立了投标过程评价的指标体系。本文由基于模糊逻辑理论,根据所建立的水利工程建设项目投标的指标体系,并辅以层次分析法,确定指标权重,建立了基于属性间局部偏好信息的投标决策模型,提高了投标决策的科学性与准确性。最后,又通过对某水利建设工程投标过程的投标决策实例分析,验证了上述投资决策方法的可靠性和可行性,
【Abstract】 The water conservancy project construction is a competitive market with big risk.When there are many project contractors with close strength, it is of great importancefor project contractors to make right bid decision.Based on the large amount of foreign and domestic information, the analysis of current theory and models, this thesis introduces a new thinking and method to make tendering decision according to the characters of tendering. It divides the tendering decision to two phases, projects selecting and bidding decision. The whole thesis is spread from these two phases.The bid decision-making for water conservancy project is a very complicated process. It relates to many fuzzy factors. The bidding decision method based on the fuzzy logic theory can analyse and deal with fuzzy factors, which can improve the veracity of bid decision-making.The paper sets up the index system of water conservancy project and get the weights of index with analytical hierarchy process. The paper discuss the method and principia of evaluated cost .At last, the paper discuss a example of water conservancy project s decision-making of bidding to prove the correctness of the methods.The study carried out in this paper has some practical guiding significance on how to operate the bidding of water conservancy project, and it provides helpful reference on further improvement of bidding of water conservancy project.
