苏南沿江城市防洪规划研究

【摘要】 针对苏南沿江城市的水系及水文特点,分析、研究了适用于该地区城市防洪的水文计算方法,并以江阴市为例,进行了详细的城市防洪规划研究。分析了城市化对水文情势的影响及苏南沿江城市的洪涝特性、洪涝灾害形成机制、国内城市防洪现状及存在问题。根据平原河网区城市下垫面特性的不同,分成水面、水田、旱地、城镇四类,分别采用相对应的产流汇流计算方法。特别地,对于城镇这类下垫面,从下渗角度考虑,划分成透水和不透水两种类型,根据霍顿下渗公式和下渗率空间分布曲线,建立下渗率和土壤含水量的关系,进而得出城镇透水面的产流计算方法,城镇汇流结合城市管道排水控制进行计算。河网洪水位计算采用基于Preissmann四点线性隐式差分格式求解圣维南方程组的水力学方法,在求解河网节点方程组时,在矩阵标识解法基础上,采用解大型稀疏线性方程组的逐次超松驰迭代法。最后将城市产汇流方法和河网水动力学方法相耦合,形成了苏南沿江城市防洪规划的综合模型,计算出在不同规划条件下的河网洪水位,以此为城市防洪规划提供技术支持。研究成果可直接为江阴市城市防洪规划建设提供依据,文中所建议的方法也适用于其他平原河网城市防洪规划的水文计算问题。

【Abstract】 Based on property of water system and hydrology, this paper mainly studies on the hydrological calculation methods for flood prevention of cities along the Yangzi river in south of Giangsu province. The plan of urban flood control of Jiangyin is made in detail.According to the demand of flood prevention, the paper analyses the influence of urbanization on hydrology situations, the property of flood and water-logging, the mechanism of disaster generation, the existing and problems of urban flood prevention in China. Considering the difference of runoff characteristics on different underlying surface in the area of plain tidal river network, four kinds of surface is divided,namely, waters、paddy field、dry land and central urbanized area, and the suitable method is adopted separately in each surface to simulate runoff process. Furthermore, the paper researches runoff calculation of central urbanized area, the underlying surface is divided into pervious and imperviousness areas. In perviousness areas, Hoton Infiltration formula and Corresponding spatial infiltration rate curve are used to establish the relationship between infiltration rate and soil moisture in order to decide the infiltration. The control of urban drainage network is consdidered in the calculation of concentration in urbanized areas. Saint_venant Equations discreted by 4-point Preissmann implicit scheme is used to calculate river flood water level. To solve the node equations, Successive Over Relaxation Method which based on the Matrix Mark Method for solving large size sparsity linear equations is used. At last, river water level in different plan condition is calculated integrating the method of city runoff and river network hydraulics, to provide technical supports for flood-prevention projects, and to analys and evaluate the capability of the flood prevention of cities.The achievements of this paper have provided guidance for the flood prevention plan of Jiangyin City, and the methods suggested here are applicable to other similar hydrological problems of cities in cities along the Yangzi river in south of Giangsu province.
