军队核化医学救援队保障能力评估

【摘要】 军队核化医学救援队是未来高技术局部战争和核化恐怖袭击或突发事件中我军卫勤保障的特种应急救援力量，在未来作战中将承担大量的核化武器伤员的救治任务，其保障能力的高低直接影响战时卫勤保障的整体效能，因此，对核化医学救援队保障能力的评估具有重要的现实意义。研究者主要从以下几个方面就军队核化医学救援队保障能力评估问题进行探讨：第一，研究军队核化医学救援队保障能力的概念，提出保障能力构成要素、保障能力评估指标体系、指标数量及内涵，并经过实地调研加以确定；第二，通过专家咨询法、多指标综合评价法等，在对各指标赋予权重的基础上，进行指标的优化排序，建立军队核化医学救援队保障能力评价指标体系。该指标体系包括：4个一级指标、12个二级指标和31个三级指标，并对三级指标要素内涵及判断标准做出了明确的要求。第三，用建立的评价指标体系对军事医学科学院三防医学救援大队和某军区三防医学救援队核化分队的保障能力进行评估，对评估中凸现的问题进行讨论，并提出对策和建议，对提高核化医学救援队保障能力提供有益参考。更多还原

【Abstract】 Nuclear and Chemical Rescue Team is a special emergency rescue force in future high-tech local war or nuclear and chemical terror attack and sudden accident.It would take upon the task to treat the wounded injured by nuclear or chemical weapons.Its support ability directly affects the whole health service efficiency in wartime. So it has important practical value to estimate the support ability of Nuclear and Chemical Rescue Team.The researchers mainly analyses this issue by these steps: At first, make a study of the concept of support ability of Nuclear and Chemical Rescue Team,analyse its fundamental elements,bring up estimate target system and the number and meanings of estimate targets. Then make sure it through researches on the spot.The second, based on offer the targets combinational weight by expert consultation and synthetic evaluation, we sort the targets and build up the system of estimate targets. It includes four first-degree targets, twelve second-degree targets and thirty-one third-degree targets, in addition it makes clear the significance and standard to judge of the targets. The third, we estimate the Nuclear and Chemical Rescue Team of the Acadamy of Military Medical Science and a certain military region. To discuss the problem exposed in this estimate can provide useful consultation to improve the support ability of the Nuclear and Chemical Rescue Team.更多还原
