中国中小学教科书出版格局研究

【摘要】 新课程标准的颁布与实施，掀开了我国基础教育改革的新篇章。原有的教科书出版模式已经不能够满足教育改革的需要和时代的发展要求，各地教育资源与发展水平的不均衡也要求尽快改变这一出版模式，呼唤与本地区水平相适应的教科书的出现。政策和客观需要的共同推动，促使教材多样化、多品种化的建设步伐加快。我国中小学教科书出版格局从人民教育出版社的“一统江湖”转变为目前的“一花独放与万马奔腾”的局面。这种局面的出现有国家政策引导的原因、也有众多教科书出版社缺乏长远目光，追逐短期效益的因素。竞相教材立项、编写：大量选题重复，资源浪费严重；教材发行、使用过程中的寻租行为催生教育腐败；教材印制时间安排缺乏合理性，存在质量隐患；过度的价格竞争影响出版社的进一步发展……风雨过后，迎来一阵平静。随着出版业改革进程的加快，政府采购、降价、竞标等一系列教育改革措施的实施，教科书的出版利润大幅度下降。面对激烈的竞争与生存压力，众多业界人士开始反思当前的出版格局是否合理、目前的格局是否就是我们想要的、现有的诸多问题应该如何规避……现在确实到了出版人应该冷静思考的时候了。论文将哲学否定之否定规律贯穿全篇，依据经济学寻租、路径依赖等相关理论，从基础教育图书出版全局入手，阐述教科书出版独有的重要性；审视目前的教科书出版格局，分析其存在的弊端并提出相应建议。结合各种左右教科书出版的因素和当前的实际情况，提出了一种未来出版格局构想——“三个梯队”格局，希望对我国中小学教科书出版格局的合理构建有所帮助。更多还原

【Abstract】 The enactment and application of the new curricula norm turned over the new page of the basical education reformance in China. The original mode of the textbook publishing hasn’t been satisfied with the need of the education reformance and the developing demand of the time. The unequilibrilium of the developing level and educational resources in different areas also ask to change the publishing mode as soon as possible. They are eager to have the textbooks that go with the level in their areas. The policies and objective need impulse the more styles and kinds constructuion of the textbook faster than before together.The textbook publishing structure of the senior, junior and primary school in China has changed from being monopolized by the People Education Press to "only one flower coming into bloom and thousands of horses being on the run" nowadays. The reason about the complexion’s appearance is that the policies of the country induct and that many textbook presses are short of long-term sight and chase the short-time benefit. They are racing in making projects and compiling about the textbook; many topics iterate,so a lot of publishing resource is wasted; during the course of the issue and use of the textbook, the seek-rent behavior impulses that the educational corruption comes into being; the arrangement of the textbook printing time is short of rationality, so it causes the quality of the textbook has no enough guarantee; the excessive pricerace has great effect on the further development of the press......After the rainstorm ,it will bequiet and calm. With the acceleration of publishing industry process and the enactment of a series of educational reformance, such as government procurement, lowing price and bidding competition, they all make the textbook publishing cut down the profit extensively. Facing the fierce competition and bearing the survival pressure, many people in the publishing industry begin to meditate if the nowadays publishing structure is rational, if the publishing structure is what we want and how we can avoid these problems......It is time for the publishers surely to meditate.Based on the relevant economics theories, such as seek-rent theory and route-dependence theory, and controlled the paper by the negate it to negation rule in philosophy, this paper expounds the importance of the textbook publishing on its own among the whole complexion of the basical education publishing, scans the textbook publishing structure at present, makes analysis on its shortcoming and tables a relevant proposal. Combined with many factors that can have effect on it and the nowadays actual situation, I put forward an assumption of it infuture------"Three-class" structure. 1 hpoe that it will be helpful for us to construct the rationalseniorjunior and primary textbook publishing structure in China.更多还原
