【摘要】 关于漂族流动问题，学术界有些相关研究。但是，通过文献检索可以发现，其中关于漂族社会保障问题的研究十分薄弱。没有漂族的社会保障，就无法持续健康地推进漂族劳动力转化为现实的生产力；没有漂族的社会保障，就谈不上“中国社会保障制度”的建全，也就谈不上全面建设小康社会。漂族社会保障问题是目前中国社会发展的一个现实问题。一方面，我国漂族劳动力必将继续向城镇流动；另一方面，城镇再就业压力也在持续加大。在这种形势下，漂族在城镇社会保障制度格局中很难纳入既有的社会保障网络。 一些专家学者的调查材料和笔者对南昌部分高校漂族的调研都显示，漂族存在着较为严重的社会保险、社会福利与社会救助等社会保障问题。漂族社会保障的状况，可以用“近乎缺失”来概括。漂族社会保障这种近乎缺失的状况严重影响着中国统一社会保障体系的建立，影响着中国社会和谐稳定，也必然将影响着中国社会主义市场经济的发展。 造成漂族社会保障缺失的原因是多方面的。如果说我国社会保障制度滞后是深层原因，那么现有法律法规和政策措施得不到贯彻落实则是操作层面的原因。漂族对自身社会保障权益的认识不够，社会上也存在着认识误区，这些是思想意识方面的原因。当然，社会保障资金的有限，客观上也制约了漂族社会保障事业的发展。 从构建漂族社会保障制度的政策措施和完善漂族社会保障制度的配套措施两个层面，笔者提出了解决问题的对策建议。就构建社会保障制度的政策措施而言，一方面要尽快建立漂族的社会保险制度，另一方面要完善包括漂族的社会福利制度、社会救助制度。同时，要加强漂族社会保障基金的筹集与支付管理，加快漂族社会保障的立法和加强执法力度，深化社会保险机构体制改革。因为漂族社会保障制度的建立是一个社会系统工程，所以要完善各项配套措施，划分责任，充分发挥非营利组织的作用，尤其要通过政策安排，积极促进充分就业。更多还原

【Abstract】 There are many related research achievements of the Movement of The University Graduates Float the Race in academic field. But the research on the problems of social security for the University Graduates Float the Race need more . Without social security for Float the Race, we unable promote Float the Race to work in actual field steadily and healthily; without social security for Float the Race, there is no possibility for the establishment of "Social Security System in China, nor the development of our well-of society in all. The problems of social security for Float the Race is a key issue for society development of China. On one hand, the Float the Race surplus labor is moving to cities and towns continously; on the other hand, the pressure of reemployment in cities and towns is increasing. Under this situation, Float the Race can’t be taken to the established social security net in cities .Social security problem such as all showing surveying of Float the Race Nanchang part colleges and universities , salvaging there being existing comparatively grave social insurance , public welfare and society in Float the Race findings and author of a few expert scholars. We can generalize that Race almost have no social security. This friendly hiatus status is founding Float the Race social security being affecting unified social security system of Chinese’s gravely , is affecting harmonious Chinese society development of the socialist market economy stabilizing , will be affecting China also surely.The reasons for Float the Race hardly without social security lie in many aspects. If the general layout of economy is the most important reason, then the established laws, regulations and policies having not being caught through practically is operational reason. Float the Race have not realized the seriones of the problem, even some scholars have misunderstood it.Two tier of face , authors have extracted the countermeasure suggestion solving a problem from the supporting measures structuring Float the Race social security system policies and measures and perfecting Float the Race social security system.
