【摘要】 据世界旅游组织(WTO)研究，近几年来，世界旅游业正在步入一个关键的转折时期，“旅游新时代”(NTO，New Age of Tourism)宣告来临。旅游新时代除了具有需求进一步细分、供给与分配高度灵活化的特点外，还有一个基本特征，即全球旅游业将主要通过“系统经济”而非“规模经济”来获得持续发展。现在中国的很多旅游地不再主要依赖自然禀赋和历史文化遗产发展旅游，随着量的积累，旅游产业的领域不断扩展，结构不断复杂，其结构的不协调对社会经济的影响也越来越大。因此对旅游产业结构协调发展的分析，有着重要的研究意义。本文从产业经济学的角度出发，从一般产业结构的概念入手，阐明了旅游产业结构的概念，以及动态协调发展的内容，理论依据和目标。在论文第二章开始实证分析，首先对青岛市旅游产业发展的现状，即本文的研究对象进行了论述，然后使用SSM分析方法对青岛市整个产业的现状进行了评价，发现其结构不是十分合理。引起这种状况的原因有很多，其中作为第三产业重要组成部分的旅游业经济效益作用未能完全发挥也是许多原因之一。在论文第三章使用比例法和SSM分析法对青岛市的旅游业产业结构进行了评价，从而发现其确实存在不合理的状况，这从某些方面限制了旅游业需求诱导作用的发挥，在第四章找出导致这种不合理状况的产业结构形成机制方面的制约因素，最后对于更多还原

【Abstract】 According to the studies of the world traveling organization (WTO), the world tourism has been marching into an critical transition age in the last few years; New Age of Tourism announced the birth of itself. It has the characteristics of demanding further subdivision the high nimbleness of the supplies and assignment. Moreover, it has another feather that the worldwide tourism would develop mainly through the "system economics" other than the "economics of scale". Nowadays, tourism’s target no longer depends mainly on the natural or/and historical-cultural in heritage. With the growth of quantity, the field of tourism is continuously outspreading, with its structure getting more and more complex and its inharmoniousness hurting the economics more seriously. Thus the analysis of the coordinated structure of the tourism industry is of great important. From the theory of industrial economics, this study explains the concept of tourism industry and the dynamic coordinated development content, the theory basis and the goal.
