中外建筑设计机构经营模式及生产体制之比较研究

【摘要】 我国加入WTO以后,建筑设计市场与国际进一步接轨,建筑设计机构的体制改革势在必行。由于欧美等发达国家经历了市场经济的长期发展,积累了丰富的历史经验和教训,因此我国建筑设计行业的改革应该借鉴他们的经验。通过对欧美等发达国家建筑设计机构的历史和现状的研究,可以看到,他们形成了一套以市场需求为导向,高度专业化、社会化分工合作的体制模式;同时,随着信息化社会中市场需求的多样化,决定了建筑设计机构的多元化发展,而不断细化的专业分工和日益广泛的社会化协作生产,又促进了这一趋势。这种多元化的经营模式和生产体制形成了他们强大的市场竞争能力,对我国的建筑设计机构造成了极大的冲击。反观我国的建筑设计机构,虽然经历了近20年的改革探索,但仍然存在着两方面的问题,一是经营模式单一,无论规模大小仍以“传统综合设计院”为主,无法适应市场经济的多元化需求;二是生产体制落后,不适应社会化生产,缺乏市场竞争力。通过对中外建筑设计机构经营模式和生产体制的比较研究,提出以下改革建议:逐步放开对建筑设计事务所的限制,提高建筑设计行业的社会化协作程度;发展设计咨询机构,扩展建筑设计的服务内容;重组我国的大型传统综合设计院,提高市场的竞争力;顺应国际市场新趋势,建立工程总承包运作方式;发展项目管理机构,改变建筑设计的服务方式。总之,应该使我国的建筑设计机构向多元化方向发展。另外,以系统的观点考虑,我国建筑设计机构的体制改革还应该做好以下两方面的工作:一是从宏观入手,规范我国建筑设计市场;二是从基础入手,改革我国现行的建筑设计教育体制。只有如此,我国的建筑设计机构才能在未来开放的建筑市场中“与狼共舞”。

【Abstract】 After China entered WTO, the architecture design market meets international standards, and our conventional system needs to be transformed. The developed countries in Europe and America have accumulated plenty experience through a long-term development of market economy, and they have provided reference for the innovation of Chinese architecture design market.If we take a close look at the history and present status of the design firms in developed countries, we can see that they have developed a market-oriented, highly professional and socialized co-operative system pattern; at the same time, the diversification in the market’s needs concomitant with the information age has brought about various developments in design firms. This diversification in the management mode and production system has added to the competitiveness in the market. Upon retrospection of 20 years’ development of Chinese design firms, we can see that there exists two main problems: Firstly, the simplicity of managing mode. The conventional ‘Integrated design institute’ disregard of the size of the firm cannot meet the diversified needs of the market economy; Secondly, the out-dated production system cannot satisfy the socialized production method and lacks competitiveness in the new market.Through comparative research on management mode and production system between Chinese and foreign architecture firms, the following suggestion can be given to Chinese government and firms:·By gradually taking off the limitation on architectural design firms, increase the cooperativeness within the design market; ·Expanding the scope of service by developing project consultant agencies;·Reconstruct the big conventional design institutes, and improve their competitiveness;·Establish a chief contractor operational method;·Develop project management institutions, and transform the service manner of design firms.In one word, Chinese architectural design firms should be put on a diversified development.Finally, from a systematic point of view, the system innovation needs to be carried out under the following methods: Firstly, from the macroscopic, standardize the design market; Secondly, from the foundation, reform the conventional architectural design education system. Through these innovation methods, I believe the Chinese design firms would “Dance with the wolf”, when market becomes open to world.
