【摘要】 自1976年东盟国家签署《东南亚友好合作条约》以来，东盟国家一直致力于建构一种以《东南亚友好合作条约》为核心内容的安全机制，这种安全机制为东盟国家处理相互之间安全问题提供了一系列原则、规范和规则，这些原则、规范和规则在维护东南亚区域安全环境和建构东盟安全共同体方面发挥了重要的作用。同时东盟国家还把这种安全机制运用到更广泛的亚太地区，东盟地区论坛的成立和中国加入《东南亚友好合作条约》即是东盟安全机制在这一地区的扩大。但长期以来研究东南亚安全问题的学者往往都把焦点集中在东盟国家安全观、安全战略和安全合作等问题上，较少注意到东盟国家在维护国家和地区安全上的机制性建设。所以本论文就是在这样一个学术研究背景下，综合运用国际机制、建构主义等国际关系理论来论述东盟区域安全机制，具体包括从国际机制的概念辨析着手，实证性地研究东盟安全机制的概念、内容和特点；运用认知主义观点论述东盟安全机制的价值；从国际机制历史的延续性角度论述东盟安全机制的扩大。更多还原

【Abstract】 Since signing Treaty of Amity and Cooperation in Southeast Asiain 1976, ASEAN states have constructed a sort of security regime, in core of the Treaty. This security regime offers ASEAN states principles, norms and rules, which exert an influence on maintaining security in Southeast Asia and constructing ASEAN Security Community. The security regime is also applied in Asia-Pacific, such as ASEAN founding ASEAN Regional Forum and China joining the Treaty. But scholars in studying security issues in Southeast Asia, focus on ASEAN security perspective, stratagem and cooperation. Few of them pays attention to ASEAN constructing security regime. So I, in context of studying, discuss ASEAN Regional Security Regime from international relations theory, for example, international regime and constructism in the dissertation, i.e. demonstrate the meaning of concept, content and characteristic of ASEAN Security Regime from the concept of international regime, discuss the value of ASEAN Security Regime from strong cognitivists, and discuss the extension of ASEAN Security Regime from development of international regime.更多还原
