【摘要】 随着电子政务的发展，政府处理事务过程中产生了丰富的电子文件，电子文件逐渐成为文件的主流，将对政府、社会及大众担负起文件和档案特有的证据价值和文献参考价值。电子文件是电子政府在电子政务系统中开展各种业务活动的原始记录，有保存价值的电子文件将进行归档处理并作为电子档案得到长久保存，以备考查。随着电子政务系统的目趋完善，电子文件保存系统和档案信息管理系统将作为电子政务系统的重要组成部分而得到重视和发展。基于文件产生和保存环境的发展，电子文件的归档工作将不仅仅体现在归档接口处，更将体现在电子文件的生成、采集、保存以及移交等工作过程中。做好文件及其归档管理，就需要对电子政务系统中的电子文件及其保存环境有个宏观的认识和理解。 本文论述了电子政务环境下的电子文件及其归档管理，文章采用了“从外到内”的整体思想和基于工作流程“从前到后”的流程模式，以及同一问题多角度分析的思路。从宏观介绍到微观分析，本文共分为四大部分。 第一部分介绍了电子政务及其相关概念的定义，以最新的角度分析了电子政务四个方面的工作对象和内容。同时从“电子化”和“信息共享”两个角度分析了电子政务所实现的协同工作平台，及其对文件管理工作的影响； 第二部分从宏观上介绍了电子政务系统中的电子文件，从不同的角度出发介绍了电子文件的类型、产生、采集及其保存环境。同时，分析了电子政务系统中电子文件管理的系统和组织要求，并得出了实现电子文件系统化管理的步骤； 第三部分是电子政务系统中的电子文件归档，详细分析了电子文件归档工作，包括前期在政务系统中实施的理论思想和工作流的引入，到归档流程的控制管理，最后保存入档案信息管理系统中，实现了从文件整个生命周期的角度关注的文件归档工作的完成。 第四部分主要分析了档案信息管理系统的功能需求，可通过电子文件档案数据中心的建立和相关数据交换技术的应用来实现电子文件的海量存储和异构交换问题，满足电子政务环境中电子文件及其归档后的管理需求。更多还原

【Abstract】 With the advent of the development of Electronic Government, there are multiple electronic records in the course of the government affairs, and the electronic records will be the main flow of all the records and will have the responsibility as the credence and original evidence to the government, society and people. Therefore, the records that have the long-term value will be the archives. With the better electronic government system, the electronic records preservation system and the archive information management system will be the important part of it and will attract more attention to achieve development. Because of the development of the environment of the record making and preserving, archiving management are not only relate to the joint of the records work and the archives work, but also the whole lifecycle of the electronic records, such as making, capturing, preserving and transferring etc.The dissertation discusses the electronic records and its archiving management in the electronic government system environment. There are the integration mind (outside to inside) and the flow mode (former to later) to analyze the theme throughout the whole dissertation. The whole dissertation consists of four parts:Part 1 expounds the meaning of electronic government affairs and the relational concepts, the deeper understanding of the electronic government system, and analyzes the interoperable working frame from the two points of electron and information.Part 2 introduces the electronic records in the environment of electronic government affairs, the type, producing, capturing and preserving. And analyzes its requirements of system and organize, carries out the steps to manage the electronic records systematically.Part 3 analyzes the archiving work particularly, including the theory and workflow in the electronic government affair system, the management of archiving flow, and the preserving in the archives information management system. All these carry out the archiving work.Part 4 analyzes the requirements of the archives information management system, the building of electronic records and archives center, and the problems of data preserving and exchanging in the electronic government environment.更多还原
