【摘要】 大学科技园是一个地理概念，也是一种促进大学、政府、工业界、产业界密切联系，以推动科技成果转化为现实生产力并滋长出高新产业的组织形式，是集孵化、中试、产业化、风险投资、商业服务于一体的重要形式。大学科技园是一种新的制度与机制的载体，也是一种文化的载体。吴季松的“三元参与理论”和陈文化的“足球队模型”是现行可供我国大学科技园借鉴的理论。硅谷是一个一系列条件结合的产物，而非政府命令的结果，是一个“存在主义”理论的创造，是各种偶然因素在长期的相互作用下演变而来的。由动力、政策、计划为内容的创新导引体系，由制度、技术、资本、中介为内容的创新环境支持体系，由公平、效益、产权、股票期权、责任为内容的创新激励体系构建出我国大学科技园的创新体系。华南理工大学建立了由政府、学校、企业三方协调合作的管理架构，形成了优惠政策、风险投资、高新技术成果在科技园、园区企业、上市公司之间的良性循环。中关村面临着高科技形象远未建立、风险投资市场的瓶颈制约、信息化建设亟待建立、体制建设有待改进等困境。提出健全体制、优化园区环境、完善形象工程、创立品牌、健全风险投资体系、加大信息网络建设、提升传统产业等应对措施。院士创业重在引导，不可普及。更多还原

【Abstract】 The university S&T park is a geographical concept, is an organization form which could promote the close relations among university, government, industry circles and industrial circles in order to accelerate the realistic productivity transformation from the scientific and technological achievements and develop the high-tech industrial .At the meantime, it is also a carrier of institution, mechanism and even culture and an important form which gathers the incubating, temptation, industrialization ,adventure investment and commercial services .Of all the theories about the university S&T park ,Wu Ji-Song’s "three units participating theory" and Chen Wen-Hua’s "football beam model" are the theories which could be used by the current S&T park in our country .Silicon Valley’s appearance resulted from the combination of a series of conditions rather than government order .It was a creation of existentialism and developed by the long interaction of many accidental factors .But in our country the creative system of the university S&T park should be constructed by the innovation guiding system of the content of the power .. policy and plan ,the innovation environment supporting system of the content of the institution .technology ,property and intermediary and the innovation inspiring system of the content of the fair .benefit .property right .stock promissory right and responsibility.South China university of technology has built the management frame of coordinated cooperation of government, universities and enterprises and formed the good circle of the preferential policy, adventure investment, the High-tech achievements among the S&T park, enterprises and market-going enterprises. ZhongGuanCun S&T park is facing the difficulties of not building its high-tech image, the restriction of adventure investment market, the urgent need for information construction and the improvement of the system. Therefore, we should consummate the system, optimize the environment of the park, improve the image project, found the brand, build the adventure investment system, enlarge the construction of the information net and upgrade the traditional industry. It should be guided and not popularized that the academicians found an undertaking.更多还原
