【摘要】 公共旅游资源是指归全民所有的主要用于发展旅游业的自然和历史文化资源。随着我国旅游业的发展，公共旅游资源的经济价值日益显化，对公共旅游资源管理模式和产权问题的探讨渐次成为焦点，而众多的经营权转让实践又导致了关于产权分离的管理模式的激烈争论。而在此前的研究中，有关“三权分离”管理模式的讨论只是笼统而言，缺乏深入细致的研究。本选题即是在这一背景下提出确定的。 本文的研究目的在于理清公共旅游资源的产权所属关系，对典型的景区转让经营权的案例进行深入分析，通过建立合适的数学模型探讨公共旅游资源资产价值评估方法体系，最终构建出完整的公共旅游资源“三权分离”管理模式。 研究中主要涉及产权理论、资源经济学、产权经济学、资源价格学以及旅游学等领域的相关理论。使用的研究方法主要是理论研究法和实证分析法相结合。 本文的主要内容包括产权及公共旅游资源产权、公共旅游资源“三权分离”管理模式内涵及其适用对象、以碧峰峡模式为例的案例分析、资产评估方法体系研究和“三权分离”管理模式及其支持保障体系。 其中，资产评估方法体系研究和“三权分离”管理模式的构建以及对“三权”的内涵分析等工作是具有开创性的，对“三权分离”管理模式内涵及其适用对象、碧峰峡模式的案例分析也具有新的视角。更多还原

【Abstract】 State-owned tourism resources refer to civil natural, historical and cultural resources that are used in tourism development. With the development of tourism, the value of state-owned tourism resources is increasingly becoming distinct. Study focuses on state-owned tourism resources management mode and property right issues. Many operational right transfer results in hot argument about management mode of property right separation. During the previously studies, discussion about "Tri-right separation" is somehow superficial and lacks of profound study. This paper is brought forward under such an environment.This study aims at clearing up ownership of property right of state-owned tourism resources, gives a deliberate analysis to operational right transfer cases of typical scenic area, probes value evaluation system of state-owned tourism resources according to establishing proper mathematical model, and finally constructs complete "Tri-right separation" management mode of state-owned tourism resources.This study concerns relative theories of property right theory, resource economics, property economics, resoure price and tourism. The main research method is the combination of theory research and positive research.The main contents of this paper consists of property right and property right of state-owned tourism resources, connotation and uses of "Tri-right separation" management mode of state-owned tourism resources, case study of "Bifengxia Mode", system study on property evaluation method and "Tri-right separation" management mode and its supporting and security system.The creational work of this paper focuses on system study on property evaluation method, establishment of "Tri-right separation" management mode and analysis of the connotation of "Tri-right". There is new angle in the connotation and uses of "Tri-right separation" management mode and case study of "Bifengxia Mode".更多还原
