【摘要】 地质遗迹作为一种具有珍贵地质科学价值和独特造景功能的自然资源和自然遗产，随着社会经济的发展，其保护与利用之间的矛盾已日益突出。同样，以地质遗迹资源为核心的地质公园也面临着如何协调地质遗迹保护与公园建设之间的矛盾。从以往经验来看，在保护好地质遗迹资源的前提下进行地质公园建设的保护性利用模式是一种有效的解决措施。为此，本文依据建立地质公园的保护目的，从地质公园建设与当地经济互动发展角度出发，探讨如何进行地质公园的保护性利用，从而达到保护地质遗迹资源的最终目的。 本文选取洛川黄土国家地质公园作为研究对象，总结了国内外地质公园发展建设理论与实践经验。然后，针对该公园地质遗迹资源品味高而开发建设几乎为空白的实际情况，指出其发展必须解决两个协调问题：一是地质公园内部地质遗迹资源的保护与利用协调，二是地质公园与当地经济发展之间的协调。为此，为了能给解决措施的提出提供科学的理论依据，本文先从地质公园保护利用协调性和区域比较优势两个角度进行了定量评价。评价结果为：(1)利用模糊综合评判法，确定出地质遗迹资源的保护利用协调度等级，并分别评价出黄土地质遗迹资源的保护程度为中等，利用程度为差。(2)通过应用综合价值法对洛川黄土国家地质公园进行区域比较优势评价，分析其在区域经济和旅游发展中所具有的优势和劣势。优势表现在资源价值方面，劣势表现在环境条件和开发条件方面，总体上处于劣势，这与黄土地质遗迹资源极高的品味价值相当不匹配。 在深入分析造成此评价结果原因的基础上，对洛川黄土国家地质公园建设与洛川经济如何互动发展提出了有效可行的措施，主要包括三方面：(1)洛川黄土国家地质公园保护与利用协调：明确黄土地质遗迹资源保护内容，合理地进行功能分区，确保地质遗迹资源完整，搞好地质公园的生态环境建设等。(2)提高地质公园的区域比较优势以促进当地经济发展:进行旅游市场细分并定位为三级客源市场，旅游资源整合并设计科研科考、黄土地质景观观赏、苹果生态观光、红色爱国教育等专项旅游产品，以及旅游形象定位和宣传促销等。(3)当地要提供积极的保障以保证地质公园发展:调整产业结构加快经济发展，加强基础服务设施建设，充足合理的资金保障，健全的法律法规制度及培养当地居民良好的自身素质。 本文提出并探讨的地质公园与当地经济互动发展的保护性利用模式，不仅指出了要协调地质公园内地质遗迹资源自身保护与利用之间的关系，而且还要协调地质公园与当地经济之间的关系，这也正是联合国教科文组织对地质公园建设提出的一个重要要求。在该模式框架下，一方面使地质遗迹资源保护真正落到了实处，另一方面也实现了洛川黄土国家地质公园建设与洛川经济的同步发展，使地质公园建设走上可持续发展之路。更多还原

【Abstract】 With the development of social economy, geology remains as a kind of natural resource and legacy of rare geological value and special function of making landscapes face the increasing conflict of protection and utilization. At the same time, geoparks which regard geology remains resources as core also face how to coordinate the conflict of geology remains protection and geopark construction. According to the past experiences, it is an effective resolving measure to take the protective utilization pattern of geopark’s construction on the conditions that protect geology remains resources. So, the paper discusses how to take the geopark’s protective utilization of geoparks, according to the purpose of the construction of geoparks at the corner of geopark’s construction and region economy developmental interative way. In order to protect the geology remains resources.The author makes a case study of Luochuan Loess national geopark and summarizes the developmental construction theory and proactive experience of domestic and alien geoparks. Then, according to the reality of the high indination for the geology remains resources of this geopark and few exploration and construction, the author points out that its development must solve two coordinative problems: the first is the coordination of the protection and utilization of geology remains resources in the geopark, the second is the coordination of geoparks and local economy development. So, in order to provide scientific theoretical basis for resolving measures, the paper takes quantitative analyses on the protective utilization coordination of geoparks and regional comparative advantage. The evaluation results are: (l)The author firstly evaluates by fuzzy comprehensive evaluation method that the protective degree of loess geology remains resources is mid and utilization degree is bad, then the author points out that the protective utilization coordinative degree is relative bad by network coordinate. (2)The author takes regional comparative advantage evaluation of Luochuan loess national geoparks by integrated value method and analyzes the advantages and disadvantages of the park in regional economy and tourism development. Which don’t integrate with the high value of the loess geology remains resources.On the basis of deeper analysis of the reason of evaluation results, the author puts forwardfeasible measures for how to interactively develop Luochuan loess geoparks construction and Luochuan economy, which mainly including three aspect: (l)The coordinative measure of the conservation and utilization of Luochuan Less geopark: ascertain the protection content of Loess geology remains resources: make reasonable demarcation of regions according to function; make sure the geology remains resources integrated; construct the ecological environment of geoparks and so on. (2)The measures of improving regional comparative advantage of geoparks to promote regional economy development: deeply division of the tourism market and the position of the third degree of tourist resources; Integrate tourism resources and design tourist product, such as scientific researches, Loess geology remains landscape, apple ecological landscapes, patriotism education etc and tourism imagine positioning and tourism marketing.
